PT Midi Utama Indonesia Tbk (Alfamidi) has opened his voice about the non-payment of the difference in the price of cooking oil, aka rafaksi, in the one-price program in 2022 of IDR 344 billion. The one-price oil program is carried out in the context of business compliance with Minister of Trade Regulation Number 3 of 2022.
At that time, all businessmen were asked to sell cooking oil for IDR 14,000/liter, while the market price of oil was around IDR 17,000-20,000 per liter. That difference must be paid by the government.
“We all sold according to government regulations at the time. So there was no difference between shop A and shop B, nothing. So we all followed government regulations, we sold it at one price of IDR 14,000,” said Alfamidi’s Director of Operations Heru Sarwono at Tower Alfa, Tangerang, Banten, Wednesday (17/5/2023).
“In all Alfamidi. At that time there were 2,000, 2,000 of these (outlets),” he continued.
Even though at that time the availability of cooking oil was quite difficult, Heru admitted that his party always sold it if there was stock. He said, there had been a stop supply from the distributor. However, his party always fulfills requests if there is stock.
Regarding the discourse to stop buying cooking oil, Heru said that his party would follow what the Indonesian Retailers Association (Aprindo) would do.
“Incidentally there is no official letter yet, and we are still referring to the directives from Aprindo, we entered Aprindo. So, later if Aprindo already has an official letter from the government and there is an official letter to the alphamidi rental, we will follow what has been ordered,” he said .
On the other hand, Secretary General Aprindo Solihin said that his party was still fighting to get the government to pay the difference. He said the difference should be paid by the Oil Palm Plantation Fund Management Agency (BPDPKS) to suppliers or producers, not retailers.
“Aprindo is trying to keep up with his promise or statement with the previous Minister that at a certain time, on a certain day, he must sell cooking oil with a HET of IDR 14,000/liter, at which time retailers, including Alfamart here, have cooking oil stocks that they buy more than the selling price, so there is a difference. In that difference, what is promised is paid, that is what is called rafaksi using BPDPKS funds,” he told journalists.
“But it was paid not to retail. Make no mistake, you know, to the supplier (paid). Not to retail. We claim it to the supplier, so the supplier says ‘yes, how do I want to pay people, I haven’t been paid’. So instead of us claiming it to the Ministry Trade that will be paid by BPDPKS, but to producers,” he explained.
Solihin, who also serves as Corporate Affairs Director of PT Sumber Alfaria Trijaya Tbk (Alfamart), said that the government’s debt to Alfamart reaches tens of billions of rupiah.
He said, at that time, retailers selling cooking oil at a price of IDR 14,000 were always short of goods. Because, the goods were immediately ‘invaded’ by the mothers.
