Mexico City. The Latin American and Caribbean Space Agency (ALCE) will have its headquarters in Mexico, the Ministry of Foreign Affairs (SRE) announced this Saturday.
On Friday, the decree promulgating the Constitutive Agreement of the Agency, signed by President Claudia Sheinbaum Pardo, was published in the Official Gazette of the Federation (DOF), and which comes into force this Sunday.
In this regard, the Foreign Ministry indicated in a statement that the ALCE – whose creation was approved by the Community of Latin American and Caribbean States (CELAC) in 2021, under the pro tempore presidency of Mexico – will coordinate cooperation in space technology research and its peaceful applications, for the benefit of the population of the region.
The Agency will use the technological capabilities of the countries of the Latin American and Caribbean region to improve satellite communication systems, enhance the capacity of early warning systems, create maps of strengths, opportunities and risks due to the effects of climate change, as well as increase the capacity of observation systems for the prevention of natural disasters and improvements in agriculture.
Among the main tasks of the ALCE are planning and executing activities related to the peaceful exploration and use of outer space.

Among the main tasks of the ALCE are planning and executing activities related to the peaceful exploration and use of outer space, strengthening and supporting space capabilities through academic, technological and research activities; promote development, innovation, entrepreneurship and continuous training; as well as cooperation in technology transfer and promoting participation, linkage or coordination between the public and private space sectors.
The ALCE will be based in Mexico and participation will be open to all Latin American and Caribbean countries that express their consent to join it.
Of the 21 signatory countries, the following have ratified the Constitutive Agreement becoming founding members of the Agency: Antigua and Barbuda, Belize, Cuba, Dominica, Mexico, Nicaragua, Paraguay, Dominican Republic, Saint Vincent and the Grenadines, Saint Lucia and Venezuela .
