He commented on the Ministry of Housing and Urban Planning’s announcement of amending the classification of connected housing areas in all governorates of the Kingdom of Bahrain, that the RHA classification has been in effect for nearly 10 years, and the RHC classification is also in force, but by observing the regulatory requirements issued in the year 2022, this The classification is not included in the list of classifications and their regulatory requirements issued by the Urban Planning and Development Authority, which is the authority responsible for planning in general in the country.

Existing construction

Al-Nakal noted that the RHC classification can be explained simply, which is for houses and villas “purely”, and the building area is 255 meters and gives a front setback of 3 meters, while the side or rear setback is not available, and it is not necessary to find parking for cars, and the big problem is the lack of availability of those parking spaces However, it was possible to amend the classification by adding parking lots, adding, “It seems to me that the competent authorities saw this amendment in the actual construction in the areas, and it is difficult here to oblige the owners.”

He pointed out that the RHA classification has been in effect for nearly 10 years in the new schemes, including buildings with an area of ​​160 square meters located on one street, or an area of ​​180 square meters located on two streets, and there are minor exceptions, and the amended classification gives a building area of ​​210 square meters, and we hoped that The amendment is to increase the building area by more than 210 meters, because the space is basically small, and the number of Bahraini families, as we know, increases, and they buy these lands in the event that they are late in obtaining a housing service, so the best is to increase the building area or increase the building of one floor with the stipulation of parking or setbacks.

Al-Nakal explained, “The majority of Bahrainis, when building, prefer having an outlet on two sides or even one. RHA does not allow building on the apartment system, and it is good to reconsider helping Bahrainis from large families to add apartments.” On the positive side, amending the classification obliges owners The lands provide parking for cars, which is not required by the RHC system.

On the other hand, the classification of RHB overlooking public or main streets allows a commercial street, but it is not clear whether it is applied in all governorates and all regions, and what is meant by a commercial street: is it 30 meters in area? Likewise, does it include the old areas even if they do not overlook a commercial street, and the same is the case with the streets marked with one or two stars.
Al-Nakal concluded by saying, “We hope that there will be no complicated procedures for either the citizen or the investor. It is clear that trading in investment lands is low; Because of the complex procedures, especially in the case of building commercial or administrative apartments.”
He reminds him that Resolution No. 817 of 2023 amended the classification of real estate classified within the classification of RHC-connected housing areas located in all governorates of the Kingdom of Bahrain to the classification of RHA-related housing areas and RHB-related housing areas, and removed the extra classification outside the real estate, with the application of commercial facades to real estate overlooking a street Certified commercial in accordance with the regulatory requirements for construction in various regions in the Kingdom of Bahrain issued by Resolution No. 56 of 2022, according to the planning and technical studies of the regions.
