The statement owed nothing to chance: it was a question of showing that the New York market is still important for the Californian platform, but also of recognizing, implicitly, that its future is no longer in the short term.

The regulations are already in theory very strict in New York: to occupy an apartment for a few days via Airbnb or its rivals Vrbo (Expedia) and HomeAway, the rental company must also be present in the accommodation. Failing that, you have to stay there for at least thirty days… Little known to passing tourists, the rule has long been circumvented.
