AI Coalition Agreement Tool: A Game Changer in Political Negotiations?

Students from Fontys University of Applied Sciences in Eindhoven drew up a coalition agreement on behalf of Editie NL artificial intelligence, so artificial intelligence. They completed the work in just one week a tool together.

The user can click on a maximum of four parties. For convenience, we choose PPV, VVD, NSC and BBB. After all, these are the forming parties. At the touch of a button, a coalition agreement of less than five thousand words appears.

To achieve this, the students had to train their AI system, student Niek van Dam explains: “It is not possible to just give all the party programs to the computer. Then it runs off with them and comes up with strange things.” .”

The students have therefore provided indicators themselves. “Think of issues that are important, such as migration, climate and healthcare,” says Van Dam.

From asylum quota to deductible

The AI ​​coalition agreement of PVV, VVD, NSC and BBB addresses various topics: from an asylum quota of a maximum of fifteen thousand asylum seekers per year to the abolition or significant reduction of the deductible.

It is also stated that detainees are required to wear a uniform. “You see that a party has a strong opinion about something and the model then emphasizes that. That’s funny to see,” says Van Dam.

‘Fun, but also mistakes’

“It’s a fun experiment,” says political reporter Fons Lambie. “If you select the four parties that are now negotiating, AI will go a long way. The parties would sign up for the paragraph on nuclear energy or regional investments.”

Yet there are also mistakes, says Lambie. “Texts are vague or not well thought out. It is unclear how the asylum quota exactly works. Artificial intelligence makes several promises that you can never keep: you cannot both divide healthcare costs fairly and significantly reduce healthcare costs for middle incomes.”

Another point that is missing is finances. “And that is exactly where the difficult choices lie: what do you spend more money on? And where can you possibly make cuts? That is the tricky point in this formation round. These are difficult choices, for which this AI tool does not offer a solution.”

Extra tool

The students do not necessarily see their tool as the solution, but more as an additional tool for the negotiators. Van Dam: “I actually think it’s a scary idea if AI generates and predicts an entire coalition agreement.”

Although the students initially present it as a tool for politicians, they think it will also benefit citizens. “Politicians often talk in complicated language. This tool quickly makes a confusing piece of text understandable,” says Van Dam. “The tool picks out what is really important.”
