With the very recent arrival of Éliane Wauquiez-Motte at its head, the hospital management association is taking on new life.
“Bring harmony within our institution and pacify our relations with all our partners”; “restore the confidence of our institutional partners, elected officials, administrations, private individuals, banks and our inhabitants“; “to start the reconstruction and restructuring of the hospital and its Ehpad (accommodation establishment for dependent elderly people)”. These are the three missions that were recalled at the general meeting and for which Éliane Wauquiez-Motte was elected president of the association of Moze, whose role is to manage the hospital of Saint-Agrève.
Accelerate restructuring
Regarding the restructuring, things are progressing, since the mayor Michel Villemagne received the deposit of the building permit on June 27 and acknowledged receipt on the morning of the 28. The cost of the project is 16.8 million euros. The duration of the work is estimated at three years. Éliane Wauquiez-Motte would like to bring it back to more reasonable deadlines. She wants the work to start in the spring of 2023. She is also responsible for finding the funding. The Region paid 2.2 million euros to which Laurent Wauquiez adds 100,000 euros which must be confirmed. Olivier Dussopt is committed to 2.2 million, as part of Ségur, on the hospital part. The Department is committed to nursing homes with 2.3 million, subject to an equivalent down payment from the ARS (Regional Health Agency). The ARS is committed to a sum between 2.2 and 2.3 million under the PAI (investment assistance plan). There remains to be financed for the Ehpad 6.2 million euros. “The proposal would be a loan of 8 million euros by the bank of the territories, which in the current conditions is quite exceptional” announces Éliane Wauquiez-Motte. The bank of the territories backs its rates to the booklet A. Given the international economic situation, the president nevertheless expects some incidences. “This project will require tenacity.”she summarizes.
The hospital in deficit… like many hospitals
The construction, renovation, extension of the hospital goes hand in hand with the health project. But the hospital is in deficit. The closure of the colonoscopy department resulted in exceptional expenses in terms of real estate and equipment. The additional costs due to Covid were attributed by the ARS only in May 2022. To this have been added since the beginning of the year the additional costs of energy, fuel oil and electricity in particular, which have been estimated at 120,000 €. €120,000 is the equivalent of one year of results. Several questions arise: will the Covid cost compensation be maintained? Will there be an inflation catch-up in the endowments? Moze’s deficit situation is the same as that of most hospitals.
The year 2021 is also marked by successful recruitments for key positions that had been vacant for several months or even years. Françoise Palisse is a coordinating doctor in an Ehpad, Aurélien Brachet is a physiotherapist and Fanny Peyrache is a health manager in the medicine/follow-up care and rehabilitation (SSR) department.
100 years of the Moze association
The Moze association will be 100 years old in 2023. Éliane Wauquiez-Motte suggests making it an event, to make the hospital more attractive and tell its story. She appeals to everyone’s ideas and submits a few: publish a book on the history of the hospital, organize a party by presenting the entire play or an act of “Knock or the Triumph of Medicine”, by Jules Romains, written from local doctors. A committee will be created to reflect on this project. Subsidies will be requested to celebrate this centenary. The animation service is also looking for volunteers to come and read and find ways to entertain the residents of the Ehpad.
In the extraordinary general meeting that followed, note that the name of the association changes, it will no longer be called association of Moze but hospital association of Moze. It is a clearer denomination for people outside the territory. The numbering of the hospital headquarters address has changed. It is no longer 1, rue du Docteur Tourasse but 295, rue du Docteur Tourasse. And finally there are 21 members including 4 by right in the board of directors of the association.
