Agreement with the EU on seaside resorts, clubs excluded from Bolkestein

(ANSA) – ROME, OCTOBER 24 – In the reform of beach concessions, we are moving towards the exclusion of recreational clubs and non-profit associations from the application of the Bolkestein directive, and therefore from the obligation to start tenders by June 2027 It is one of the results of the dialogue, not yet concluded, between the government and the European Commission, as confirmed by sources close to the dossier. A novelty that will be codified in an amendment, by the speakers or by the executive itself, expected on Monday by the Justice and Finance commissions of the Chamber, which for now in the examination of the European anti-infringement law decree have set aside the proposed changes regarding article 1 , the one concerning beach concessions. The joint commissions are expected to approve the measure on Monday, on which the government should raise the question of confidence in the Chamber. For Brussels the red line is the implementation of Bolkestein. Recreational clubs, it is explained, fall outside the application of the services directive, as they are non-profit. Contacts on the Rome-Brussels axis are intense in view of Monday’s exam. “The final text” of the reform “must guarantee compliance with the directive”, the EU continues to remind us, where the hope is that – once the reform is approved – clarity will also be made for dealers.
