It turns out that two regulations with radically opposite goals are in effect. Then, when the citizen has to use part of the sidewalk, he finds himself in a situation of using municipal property, the use of which is subject to payment, however, when this municipal property must be maintained, he falls into the situation of being obliged to maintain it.
“In my opinion, this injustice, which is not arbitrary, but is legally established, can be overcome by changing the regulations that are within the prerogatives of the Metropolitan Municipal Council.
Justice can be restored by changing the regulations and especially the contracts with the companies that clean the municipality. As an obligation, they can also be charged with the cleaning of the sidewalks, especially when it comes to the sidewalks in front of public institutions, kindergartens, medical institutions, shops.
This year, garbage companies received their Christmas gift and their bill increased by BGN 13 million, which will go to the coffers of the cleaning operators. Therefore, the work they have to do can also increase.
“I personally would make a commitment to put this matter under review, and in the next listing of contracts with these companies, the cleaning of the sidewalks in front of certain establishments and institutions should become a commitment of the operators, and not of the citizens,” stated Hristova.
