MPs under quarantine due to the coronavirus will be able to participate remotely in the work of parliament. This happened after the National Assembly adopted rules for remote participation of deputies under mandatory quarantine. The rules were introduced by the PG of “We continue the change” and the deputies considered them for two consecutive days.
Remote participation will be carried out electronically through an internet platform for video conferencing, which provides direct and virtual participation in the meetings. Similar rules applied in the previous National Assembly.
GERB wanted the introduction of a green certificate of entry into parliament to be added to the text. However, their proposal, which led to a three-day debate, was not accepted after a vote and re-vote.
Today again the meeting of the mine without a scandal on the subject:
Dr. Alexander Simidchiev from the DB spoke “for” the green certificates for MPs.
The BSP said they were not against the green certificate, but the decision was made in a strange way. Georgi Mihailov from the left called for the decision to be made in the coming days. “People who represented the crisis, who left the nation without vaccines for 3 months and deprived Bulgarian students of education for 2 years (author’s note – GERB), cannot now become deprived of this problem. We will not allow it.”, he said.
When representatives of the BSP from the rostrum start talking about order and what we can discuss – things become terrible for Bulgaria. Why are you afraid to say that the green certificate should be valid for everyone or for no one, replied GERB MP Manoil Manev. “There is no other thesis or philosophizing.”
Toshko Yordanov spoke personally, not party-wise: I thank the DB for their proverbial consistency in behavior – yesterday they said they would not vote for GERB’s proposal for certificates, and today they supported it, he added ironically.
From the very beginning, we have been defending the green certificate from Democratic Bulgaria and we have not said whether we support the GERB decision, on the contrary – we will make our proposal. In this sense, we are ready with the draft decision and up I hope it will be supported by all parties, because it does not endanger rights, but brings order to chaos (play on words – the slogan of GERB in the election campaign in July), answered Yordanov Assoc. Prof. Atanas Slavov.
It is good that you also think that the National Assembly is a mall or a restaurant. If the certificate is allowed in parliament, but here we can start eating at our banks other things, duplicates the chairman of the PG of ITN to Slavov.
There have been reports of high coronavirus mortality yesterday, but no one has said anything about closing hospitals and staff. We at Vazrazhdane are against the green certificate, which restricts healthy people, commented Ivo Ruschev. Do not allow yourself to be despised by your people, as by GERB, the representative of “Vazrazhdane” addressed the deputies.
PG of GERB-UDF made its proposal to expand rights, not to limit them, commented the MP from the group Lyuben Dilov: If the negotiations for a coalition take place in the mall, why not the National Assembly in the mallhe asked.
“The people follow the rules of the government. It is not a question of or against the certificate. It is easy to run away from the rules that all children and students follow,” said Desislava Atanasova, chairwoman of GERB-UDF.
The ITN replied to Atanasova that the National Assembly is their workplace, and the DB added that the parliament is not a public building.
The proposal to end the disputes and move to a vote came from the co-chairman of “Continuing Change” Asen Vassilev. Hristo Gadzhev made a reverse procedure, as such a procedure applies only to debates on second reading of a bill. However, the debates were stopped by the Speaker of the National Assembly and a vote was taken on Baltov’s proposal.
Of the 193 MPs who voted, 77 were in favor and 99 against, which is why the proposal was not accepted. Vazrazhdane was asked to re-vote, and the proposal was again not accepted by 102 people who voted against. This was followed by a vote on the main text of “Continuing Change”, which was adopted by 155 votes in favor.
