After the opening of the technical inspection market, the price of the service will not decrease, according to the Road Traffic Safety Directorate

On Tuesday, the Saeima commission considered issues regarding permission to terminate participation and sell the shares of SIA “Auteko & TUV Latvija”, SIA “Scantest”, SIA “Venttests” and SIA “Autests” owned by CSDD.

Since the government in August supported Ministry of Transport (SM) proposal to require the CSDD to purchase the car inspection service instead of providing it itself, it was also decided that the CSDD should terminate its participation and sell its shares in four companies providing technical inspection services. The disposal of the shares owned by the CSDD in four companies has been entrusted to JSC “Public Asset Manager” Possessor “” (“Possessor”).

Vladimir Loginov, CEO of Possessor, explained that the preparatory phase was underway. In the coming weeks, it is planned to announce a procurement auction for evaluation services, with a plan to conclude a contract in November. Thereafter, the evaluation of the shares of the companies to be auctioned, the preparation, coordination and approval of the terms of sale and the purchase agreement are planned for three months. In turn, an auction is planned to be announced in February 2021. A separate auction will be announced for each company.

Bidders’ applications and the auctions themselves are planned for March and April next year, ending in April. The shares will then be offered to pre-emptive persons and are expected to be received by the end of August Competition Councils permits if they will be required in a transaction. The transactions are scheduled for September 2021.

At the hearing, MEPs pointed out that one of the reasons for such a change in the roadworthiness test system was to ensure a lower price for the service, and asked whether an estimate had been made of how much the price could fall. Aksenoks pointed out that it is currently not possible to predict what price will be offered in purchases. “We have calculated that the price for the customer could not change significantly,” said Aksenoks.

It has already been reported that on August 11, the government supported the MoU’s proposal to stipulate that the roadworthiness testing service of the Road Traffic Safety Directorate should be purchased and not provided itself.

Cabinet of Ministers heard the information report prepared by the MoU “On the concept of the technical inspection service for 2021-2030”. The MoU, as the shareholder of the CSDD, was instructed to monitor the implementation of the measures included in the information report, including ensuring that the accreditation of companies currently accredited to perform technical control is extended until the start of the provision of technical control services by economic operators selected for public procurement.

The new technical inspection system envisages expanding the network of technical inspection stations, including two light and two truck technical inspection stations in Riga, maintaining a uniform price and high quality of service throughout Latvia, changing the procedure for selecting companies to perform technical inspections. The applicant will acquire the right to perform technical control in a certain region through an open tender, which is planned to be announced by September 2021.

The control of the technical condition of vehicles within the framework of the state technical inspection is currently performed in Latvia by four CSDD accredited companies – “Auteko & TUV Latvija”, “Autests”, “Scantest” and “Venttests”.
