The problem seems to be mainly the subcontracting system. It is not the large parcel companies themselves that deliver, but independent subcontractors. According to unions, they are often pressured to deliver parcels as quickly, as much as possible, and as cheaply as possible, which can lead to the actual drivers working long hours. “We knew there was a problem,” said De Sutter, “but not that it was that serious.”
