This is what happened to a restaurant owner named Norma Thornton. According to DailyMailUK (31/10), this 78-year-old woman distributed free food to the homeless in Bullhead City Community Park in March.

However, he was arrested for violating Arizona city regulations by distributing his home-cooked meals to 27 homeless people who were there.
Although Norma has been distributing this free food for more than four years, to people who cannot afford to purchase food. This good disposition even made him move from Alaska, because in Arizona she saw many homeless people abandoned, especially in the town of Bullhead.

Due to this arrest, Norma finally decided to sue the Bullhead City government for issuing this strange regulation and asked the ruling judge to cancel this regulation, as it was considered too burdensome for civilians who wanted to share food.
Under current regulations, residents are required to pay an insurance tax of USD 1 million (Rp 15.5 billion), as well as a filing fee to obtain permission to distribute food. This authorization request must be submitted 60 days before the desired time.
Furthermore, this permit is only valid for two hours and each person gets only one permit every 30 days. This regulation is becoming more difficult, because food donors who already have a permit cannot distribute it in the same place if there are other donors.

“I think this city has criminalized kindness. People have a fundamental right to give food to those in need, and we have done so throughout human history,” defended Diana Simspson, the attorney in question.
So far the lawsuit is still pending. Norma herself admits that she will not stop distributing food to people in need.
Meanwhile, Bullhead City government officials revealed that it was just a misunderstanding. Because what they care about is home food, not the act of kindness.
“The regulations do not prevent people or groups from distributing drinks and food to the homeless or people in parks. Diving with the food they provide is packaged ready-made food, which has been prepared at the point of sale and is actually shown to be eaten on the spot.” concluded the Bullhead City rep.
