When releasing a report on the pension reform and the current operation of the Afore administrators, the president of the National Commission of the Retirement Savings System (Consar), Julio Cesar Cervantes, pointed out that despite the reform that requires transferring funds from unclaimed accounts to the IMSS has not occurred. In 2023, 259,945 accounts were identified, with a total amount of 41,541 million pesos, but the 10 Afores only transferred 946 million pesos.
During the conference, President Andrés Manuel López Obrador highlighted the case of the Afore Azteca (linked to the group of businessman Ricardo Salinas Pliego) that only transferred 19.7 million pesos of unclaimed accounts to the IMSS when it should have returned 1,847 million pesos. .
However, according to Consar, the Afore that owes the most is Banorte XXI, which has only sent 284.7 million pesos to the IMSS when it should have returned 9,360 million pesos. They are followed by: Afore Principal, which returned 115 million pesos, when it should have been 6,255 million pesos; Afore Banamex delivered 187.9 million pesos, instead of 6,125 million pesos.
López Obrador questioned the “lies” that have been spread around the reform that aims to create the compensatory fund to guarantee a better retirement for workers who are governed under the regime derived from the reforms of Ernesto Zdillo and Felipe Calderón. “I would very much like the reform to be approved during this period, to see if we can create the fund before May 1.”
“That we want to steal them, expropriate them, confiscate them. Nothing of that. On the contrary, this reform is to benefit workers, we are not here to harm workers, we are here to benefit them. Those who steal are others, so that we begin to respect each other. If what the previous governments did wrong unjustly is not corrected, then those who will retire in the future would do very badly.”
He explained that the IMSS, which is the institution to which they must return, by law, these funds from unclaimed accounts that total 40 billion pesos, is going to transfer a part of them to the solidarity pension fund of the Bank of Mexico, so that fund along with other contributions, including everything that is confiscated from ill-gotten assets and other income such as that derived from the extinction of Financiera Rural, which is about 6 or 8 billion pesos will make up this compensatory fund.
The Secretary of Labor, Marath Bolaños said that the compensatory fund that the Bank of Mexico will administer with a technical committee in which the Secretary of the Treasury, Consar, the IMSS, the ISSSTE, the Infonavit will participate, will also be made up of: 75 percent of the resources obtained by the Institute to Return to the People what was stolen through confiscations; 25 percent of the profits of public companies such as the Felipe Ángeles International Airport; the airports of Tulum and Chetumal; Mexicana de Aviación, the Mayan Train, the transisthmian train and the unclaimed accounts of the Afores.
