As general secretary, he:
– participates in the management of the EPLE within the management team;
– ensures the management of material management, budgetary, financial and administrative expertise, as well as human resources management.
The stewardship and accounting agency services are made up of an authorized representative (cat A), 4 SAENES (cat B) and an administrative assistant (cat C) as well as GRETA contractual staff in charge of GRETA’s accounting.
In his functions of supervising the 31 ATTEE personnel assigned by the regional council for upkeep, reception, cooking and maintenance, the general secretary is assisted by a general service supervisor (Cat B) and a chef (Cat B). The catering service accommodates an average of 400 half-boarders at lunchtime and 140 boarders in the evening
Its main activities are as follows:
– assist and advise the head of the establishment in matters of administration of the establishment, in particular concerning budgetary policy, the development of buildings and the layout of premises, security and support for the development of educational projects,
– develop and execute the budget,
– ensure material management and supervise risk prevention operations,
– ensure relations with the establishment’s partners in its areas of expertise, in particular with State services and local authorities,
– manage the deployment of internal control in administrative professions,
– support subject coordinator teachers in carrying out educational projects,
– implement financial and social policy in favor of students,
– coordinate the social and environmental competence of the EPLE,
– ensures the coordination, simplification and security of all administrative missions and the supervision of the staff concerned, by delegation from the head of the establishment.
As an accounting officerthe general secretary of Libergier high school is responsible for:
– the general accounting of 7 establishments (5 middle schools and 2 high schools including the Libergier high schools and the Raymond Kopa high school) as well as that of the GRETA CFA de la Marne (additional budget for the Libergier high school),
– management of a team making up the GRETA CFA invoicing-payroll-expenses-accounting agency service, in conjunction with the management controller.
– the supervision of all sectors of the accounting agency of the attached establishments and the GRETA CFA de la Marne,
– the keeping of accounting records, the control and periodic monitoring of balances concerning the balance accounts,
– the implementation and presentation of financial accounts in figures and documents,
– advice to heads of establishments and general secretaries of attached establishments and the group,
– supervision of internal accounting control.
