Salaries were also paid first to eight hospitals, including Severance Hospital, which had been withheld from receiving advance payments due to the professors’ declaration of mass leave.

According to data received from the National Health Insurance Corporation by Rep. Jia Han, a member of the National Assembly Health and Welfare Committee, on the 18th, the government paid 1.4843 trillion won to 74 residency training hospitals, up to 30% of the salary for June to August of the previous year.

Health insurance advance payment is a loan-like system in which a certain amount of salary expenses for the same month of the previous year is paid in advance to each medical institution and settled afterward.

The government announced a plan to support advance payment of health insurance in May, saying that teaching hospitals are experiencing operational difficulties due to prolonged collective action by residents, and that there are concerns that provision of essential medical care and maintenance of emergency treatment systems may be disrupted as hospital management difficulties prolong.

The hospitals selected as advance payment institutions are 74, including 43 general hospitals and 31 general hospitals that met the requirements for advance payment, such as ▲ continuing to treat seriously ill patients, ▲ self-resolving efforts to maintain essential medical care, and ▲ reducing medical income.

Of the 210 residency training hospitals, 105 applied for salary advance payment, but 31 hospitals were excluded from the advance payment because they did not meet the selection criteria.

Looking at major hospitals, Seoul National University Hospital received a total of 67.4 billion won in advance salary, including 21.3 billion won, 23.4 billion won, and 22.7 billion won for June.

Seoul St. Mary’s Hospital totaled KRW 47.2 billion (KRW 15.7 billion for June, KRW 18.6 billion for July, and KRW 12.9 billion for August), Samsung Seoul Hospital totaled KRW 85.8 billion (KRW 26.4 billion for June, KRW 30.5 billion, and KRW 28.9 billion for July), and Severance Hospital totaled KRW 28.9 billion. Asan Medical Center received 110.6 billion won, including 87.9 billion won (28.6 billion won for June, 28.8 billion won for July, and 30.5 billion won for August), including 33.8 billion won for June, 41 billion won for July, and 35.8 billion won for August.

Advance payment was withheld at eight hospitals, including Korea University University Anam Hospital, Korea University University Guro Hospital, Korea University Ansan Hospital, Seoul Asan Medical Center, Severance Hospital, Gangnam Severance Hospital, Gangneung Asan Hospital, and Ulsan University Hospital, as professors declared a mass absence. After meeting the selection criteria, I received an advance salary on the 14th of this month.

The National Health Insurance Corporation plans to recover the advance payment by dividing one-sixth of the salary to be paid to these hospitals in equal installments from January to June of next year.

However, the Corporation said, “As the emergency treatment system continues due to the prolonged departure of residents, it is burdensome to repay the advance payment in the first quarter of next year, and some medical institutions are of the opinion that additional support for advance payments is necessary.” “We will actively review support measures such as deferment with the Ministry of Health and Welfare,” he said.

Jia Han said, “The business situation is so serious that half of the training hospitals are applying for advance payment of health insurance.” She added, “If the management difficulties of training hospitals continue, the damage to the public will increase due to a reduction in hospital beds and treatment, so various measures, such as easing the selection criteria for advance payment, are required.” “We need to come up with measures,” he said.
