As early as May, the federal government had agreed that Russians who are at particular risk in their home country will be admitted. Such vulnerable people include, for example, human rights defenders, journalists and cultural workers. The admissions are made via the visa issuance according to § 22 Abs. 2 AufenthG. Of course, visas for the purpose of gainful employment are also possible. Some Russians have already been able to enter Germany via Section 22 of the Residence Act.
