To continue the program to increase the energy efficiency of private homes and to ensure the continuity of funding, additional funds have been allocated for an amount of 400,000 euros. The support conditions for the installation of solar panels have also been clarified.
Changes In the Regulation of the Council of Ministers n. 103 “Regulations on support for the renovation of single- and two-family homes and for increasing energy efficiency”, which entered into force on 12 January, were issued taking into account the great interest of homeowners in implementing the measures to increase energy efficiency and introduce renewable energy technologies.
The funding in the amount of 400,000 euros was obtained by diverting unused funds from the State Energy Efficiency Fund to the programme. In the annotation, the Ministry of Economy (ME) says that new technology equipment for microgeneration electricity generation with a total additional capacity of 790 kilowatts (kW) could be installed for additional funds. An average thermal energy saving of 119 kilowatt hours per square meter (kWh/sqm2) per year, for a total of 1,586 kWh/m2 year.
The additional funding will help support around 100 families in the coming months.
The support program has eliminated the condition that the power generation capacity allowed in the connection does not exceed 50% of the maximum consumption load allowed in the connection. By making these changes, a solution was found so that private houses, where, for example, it is planned to install solar panels with a capacity of 11.1 kW, would not need to change the system connection due to the support. Therefore, it would not be necessary to switch to a 32A three-phase connection.
In addition to the approved changes, other technical changes have been made to the support programme. The regulation clearly defines that the beneficiary of support can implement the specified measures (installation and connection of solar panels, energy efficiency improvement works) after concluding a support agreement with the Joint Stock Company “Development Financial Institution Altum” (” Altum”).
With the amendments to the regulation of the Council of Ministers n. 103, it should be noted that beneficiaries who introduce technological systems for the production of microgeneration electricity without connection to the common electricity supply network are not subject to the obligation for situations in which there is a connection to the common electricity grid, i.e. – a reduction of primary energy consumption by at least 20%.
Support for the renovation of single-family and two-family residential houses and for the increase in energy efficiency of the Regulation of the Council of Ministers n. 103 “Regulations on the support program for the renovation of single-family and two-family homes and the increase in energy efficiency” available from 27 May 2021.
In the period from 27 May 2021 to the beginning of January this year, 1,359 project applications were submitted to “Altum” for a total amount of EUR 4.89 million, of which 576 project applications for the implementation of measures for increasing energy efficiency, while 783 were for the purchase and installation of solar panels.
The interest of private homeowners in receiving support is high and currently 98% of the total funding of the program has already been reserved, according to the Ministry of Finance.
