Of the more than 900,000 homes that the cabinet wants to have built before 2030, 350,000 must become social rent, 100,000 more than has now been agreed with, among others, the Association of Netherlands Municipalities and the housing associations. That is the view of the Woonbond, which represents the interests of tenants.

Billions of additional investments must also be made in new construction, according to the Woonbond, which itself was also involved in the performance agreements made last year. Due to, among other things, the rise in interest rates, higher construction costs, the nitrogen problem and hesitant landowners, the construction of houses is still difficult.

In anticipation of a parliamentary debate that will take place next week, the Woonbond has come up with an action plan that should actually ensure affordable rental and owner-occupied homes. In addition to more social rent, for example, there should be a building obligation for developers who have been issued an environmental permit, but who are waiting to build.

Expropriate land

Municipalities must also be able to expropriate land more easily, an additional 10 billion euros must be invested in new construction projects over the next five years and the position of housing associations must be improved.

‘Without additional intervention, the building agreement seems unrealistic and for many Dutch people finding an affordable home remains a complete utopia’, says director Zeno Winkels of the Woonbond. According to him, unusual measures are now needed for the housing market. ‘We have to curb the market, invest heavily in truly affordable homes and reduce waiting lists.’
