Acting Governor of Jakarta Requests Revocation of KJP for Students Caught Smoking: Reactions From Officials

Acting Governor of DKI Jakarta Heru Budi Hartono asked the Head of the Education Office to revoke the Jakarta Smart Card (KJP) for students who were caught smoking. Member of Commission E DPRD DKI Jakarta PDIP Faction Ima Mahdiah suggested that students who are caught smoking for the first time be given a warning first.

“I agree. It’s just that the level of error must also be seen. Don’t get caught smoking immediately. Maybe if you are caught once, you can be given a stern warning and if you are caught smoking again, then your KJP can be immediately revoked,” said Ima Mahdiah to reporters, Friday ( 5/5/2023).

Ima asked for a cashless KJP payment system. So, he said, the use of KJP can be traced.



“KJP must go back to being cashless, so that you can see what it’s used for. If you withdraw cash, it’s vulnerable for students to use it to buy things like cigarettes,” said Ima.

Deputy Chairperson of the DKI Jakarta DPRD from the Gerindra Fraction, Rani Mauliani, said that the KJP sanction being lifted was necessary. This, he said, is so that students get a deterrent effect.

“Qualified sanctions have a deterrent effect for KJP holders who do not comply with the rules, especially smoking behavior for students who really need to be punished, because according to the rules students are prohibited from smoking, especially in the school environment,” said Rani.

“Especially when using school uniforms and if students and parents cannot maintain orderly behavior, the rules really need to be evaluated,” he continued.

Previously, Heru Budi suggested that students who were caught smoking have their KJP revoked. He said the KJP could be transferred to other students.

This was conveyed by Heru while giving a speech at the opening ceremony of the PGRI DKI Jakarta Provincial Work Conference (Konkerprov) III at the DKI Jakarta City Hall on Friday (5/5). Initially, Heru shared his experience of observing schools while serving as Mayor of North Jakarta in 2014.

“When the Mayor of North Jakarta was in 2014, because I spoke to the child he spoke in front of him and he said he was being abused. The teacher’s job in DKI is to at least listen to children’s stories while looking at the child’s condition. Moreover, the student got KJP, it’s simple, the clothes it’s shabby, there’s already a KJP. How come? Don’t buy cigarettes,” said Heru Budi.

Heru then instructed the Education Office to ensure that KJP recipients were on target.

“I asked the Head of the Education Office, if a student who gets KJP is caught smoking, the KJP must be revoked. So that we can give it to other children, because the regional government’s capacity is limited,” he said firmly.
