Raed Arafat, secretary of state, head of DSU, announced on Friday the new pandemic restrictions decided at the government meeting.
Raed Arafat:
A team of two experts from Denmark has arrived, they will analyze the situation at Matei Balş to increase the number of ATI beds, and the first medical team from Denmark will come next week.
We also have a medical team from the Republic of Moldova in Iasi and we are in talks for medical teams from other countries.
Among the aid already arrived in Romania, we are talking about monoclonal antibodies from Italy, tocilizumab, Austria – patients taken and we have discussions for other support categories, Germany – monoclonal antibodies, WHO – antigen tests and oxygen concentrators.
Poland also offered us some equipment and materials, plus patient transfer – the second patient transport is already on its way, from Iași this time.
Hungary – continues to take patients, there are already 30 patients transferred.
Our call for medical equipment and teams has also been forwarded to NATO and the EU.
We know that on September 10 we had only 2,500 cases, today we have 15,400 cases, but last week we reached 18,000 infections.
Record deaths reached record numbers, we recently exceeded 500.
According to the INSP report, 92.1% of deaths were in unvaccinated people. 72.3% of cases of infection – in unvaccinated people.
The number of localities with infection rate increases over 3 cases per thousand inhabitants.
There is still an increase in the incidence in all counties in the country.
A government decision with additional measures has been approved:
Private events – weddings, baptisms, conferences, workshops – for 30 days are prohibited.
Store restrictions: limiting the program between 5 and 21.
From 10 pm, traffic is prohibited all over the country, except for people vaccinated or sick, plus known exceptions.
Access to all non-essential areas (pharmacies, grocery stores) is only with the Green Certificate for vaccinated or sick people.
Children under the age of 12 may enter the premises only accompanied by a vaccinated or sick adult.
In the grocery stores in the mall it will only be possible with the green certificate.
The Ministry of Education was empowered to order the 14-day vacation, including afterschools. Nurseries are the only ones left open.
Home delivery and overnight stay valid.
In official public buildings, a green certificate (vaccinated, tested, sick) is mandatory for all those who come to the building. In private buildings with more than 50 people, the Green Certificate for those vaccinated, sick or vaccinated will also be presented.
It is not possible for employees through a GD, but through a legislative proposal, which is already sent to the Parliament.
Questions and answers:
Q: How will Romanians pay their taxes if they do not have a green certificate?
A: The mayor’s office can organize a counter where you can’t enter. The best solution is to get vaccinated.
Q: There are also pharmacies in malls.
A: Everything is with a green certificate. If you don’t have a green certificate, you go to a pharmacy that isn’t in the mall.
Q: What are the essential stores?
A: Everything that sells food.
Q: The next days off from St. Andrew’s, can you still go on holiday in Romania?
A: The green vaccination or disease certificate must also be presented at the accommodation units. It doesn’t work with the test. If you are not vaccinated or gone through the disease, you cannot stay.
Q. What about teleworking?
A: All public and private institutions should switch to teleworking for 50% of employees. If you can’t, work shifts or at least shift.
Arafat: The most important thing: the mask becomes mandatory everywhere, any exception is eliminated. Outside, only sports activities are exempt.
Q: On March 16, 2020, we had 10 new cases daily. Don’t you think that a state of emergency would be necessary?
A: Things have evolved, we know what the problem is, we know how to prevent it. In addition, the impact on the economic sector is analyzed. The current measures are meant to limit the access of the unvaccinated, because they are vulnerable and to warn people that there is a solution to vaccination.
Q: There are no more beds in hospitals, doctors, it’s a disaster…
A: I’m glad this is being reported. The measures taken are intended to reduce contact and mobility.
Arafat: We got into this situation when we have the vaccine. Our role is to do everything to get out of this situation as soon as possible.
Q: Are unvaccinated people not allowed on the street after 10 pm?
A: They are not allowed. Unvaccinated people get to the hospital, ATI or death much more easily. We know very well that some have false vaccination certificates.
Q: Are training courses also banned?
A: Yes, I can possibly go online. And on European funds it was accepted to go online. Not to organize classes at hotels or halls.
Q: Can we face a syringe crisis?
A: I don’t know if it’s a crisis, we have stocks of syringes.
Q: Will the green cable facilities require a green certificate?
A: Let’s get there, but it’s possible.
Q: Do you need a certificate of vaccination or illness?
A: You need 2 sqm insured. But it is not conditioning for those vaccinated or going through the disease. It is a decision taken at the CNSU level. There is no need for scientific arguments. That is the decision made.
Q: There are hypermarkets in the lobby of which there are other clothing stores. Do they fall into the mall category?
A: If there is no control at the entrance, you must check the green certificate in each store.
Q: Who pays for the tests people need for access to certain public institutions?
A: That person.
Q: Scenarios have been made, how much do you expect the infection rate to decrease in these 30 days?
A: It is very difficult to say, after 14 days we will see.
Q: After these 30 days do we expect another 30 days of restrictions?
A. It’s very hard to say, we’ll see.
Q: Could the disaster have been prevented?
A: Yes, if the world is vaccinated.
Q: What solutions do parents have with their children left at home?
A: I can work online from home. I’ve been through these situations before. As we have done before, we are now.
Q: When do the rules come into force?
A: Monday.
Q: How is the situation of universities?
A: Universities decide, they have autonomy.
