Academics will analyze social realities of Ibero-America

This Monday the Second Ibero-American Congress of Cultural Law begins in the city of Tlaxcala, with the participation of academics, specialists and cultural managers from various countries, and according to Enrique Vargas, “when we talk about the Ibero-American Cultural Space, its new parameters and new political, economic, social, environmental and technological contexts, really what we are talking about is the Ibero-American environment in its broadest expression.”

In his capacity as Coordinator of the Ibero-American Cultural Space of the Ibero-American General Secretariat (SEGIB), Enrique Vargas explained that there are 22 Ibero-American countries that make up this space: 19 from Latin America, and 3 from the Iberian Peninsula, “countries where we have evidently witnessed in recent years and especially in the development of the Ibero-American cultural space itself, that we are facing new contexts, since there are new political, economic and, above all, new social realities, with much greater participation of the people, with greater demand for services and access to cultural goods.”

In an interview, the cultural manager and organizer of the meeting celebrated that “other organizations such as the Gaveiras Foundation, which has been working very well on cultural rights issues, have joined the call for sponsors; the Spanish Agency for International Development Cooperation, which has also been working on issues of culture as a development factor for many years. And at this moment we have the fundamental support of the Autonomous University of Tlaxcala, headquarters of the meeting.”

After the opening ceremony in which various authorities will participate, the Congress will begin with the conference “The Ibero-American contribution in the construction of the right to culture”, given by Jesús Prieto de Pedro, vice president of the Goveiras Foundation. The three-day program will continue with the presentation “Trends in cultural rights as fundamental rights and their guarantees” by Raúl Ávila Ortiz, legal expert in cultural rights.

Regarding the update and progress on cultural rights issues, Vargas stated that “there has been very significant progress in the development of legislation around cultural rights and the institutionality of culture in this group of countries, in the context of that we are facing a new reality.”

The Second Ibero-American Congress on Cultural Law is also being held based on what was agreed at the MundiaCool 2022 World Conference and with a view to Mundiacul 2025, since a legislative and regulatory development must be carried out in accordance with the new cultural policies that have been implemented. designing from the definition of culture as a global public good.

Enrique Vargas anticipates that “a very interesting discussion is coming in 2025, since the fourth International Conference on financing cultural development will take place in Seville, Spain. That is why the Ibero-American cultural space, the Ibero-American Summit of Heads of State and Government, are also working to generate content, to generate sufficient arguments so that culture is not isolated from the discussion of financing economic and social development.”

This Monday’s day will close with the conference “The unstoppable influence of international cultural law” offered by Milagros Elizabeth Betancourt Catalá, lawyer and holder of the Chair of Institutions of Public International Law at the Andrés Bello Catholic University of Caracas, Venezuela and Cástor Díaz Barrado, professor of Public International Law and Director of the Research Center for Ibero-American Studies at the Rey Juan Carlos University of Madrid, Spain.
