President Joe Biden decided to withdraw American troops from Ukraine before the invasion Russia on February 24 to avoid direct conflict with a nuclear-armed enemy.
But changing circumstances including the reopening of the US embassy have raised questions about whether American troops might be asked to return to help ensure the safety of diplomats in a warring country.
At a news conference, Milley acknowledged some level of staff planning ahead of a potential decision to send US troops back to Ukraine. The plans have not yet reached the level for review or to the level of US Secretary of Defense Lloyd Austin. Then, in the end, it’s up to Biden.

“Ultimately, any reintroduction of U.S. troops into Ukraine will require a presidential decree. So we’re far from anything like that,” Milley said.
“We are still developing actions, and nothing has been conveyed to the Minister,” he added as quoted from US NewsTuesday (24/5/2022).
Milley did not specify whether he was referring to low-level planning for US forces to potentially secure an American diplomatic presence in Ukraine or potentially for other activities as well.
The Pentagon helps Ukraine fight Russian forces by sharing intelligence and sending them weapons.
