At the meeting, the deputies in the commission listened to the heads of departments and adopted the 2016 proto-budget in the first reading.
About BGN 97 million have been provided for the DANS in the 2016 budget. The Chairman of the DANS Dimitar Georgiev said that BGN 101 million is needed. He explained to the deputies that at the moment the capacity is about 60% occupied, however it became clear , that the unit responsible for the migration flow is 100% staffed.
The chairman of the State Intelligence Agency (DAR), Dragomir Dimitrov, said that this is the highest budget they have received in years. BGN 20,700,000 has been set aside for DAR in next year’s budget. He pointed out that there is a shortfall in intelligence activities – about BGN 1 million and an additional BGN 3 million is needed for the implementation of secret decrees. Dimitrov pointed out that the budget of DAR is at least 2 times smaller compared to that of similar services in neighboring countries.
It also became clear that the two heads of intelligence and counter-intelligence requested months ago in a letter to Interior Minister Rumiana Bachvarova to have a branch in the Academy of the Ministry of Internal Affairs to train employees in the Security sector. On the grounds that there is no money, but about BGN 5 million is needed, this was refused.
The head of the National Security Service (NSS) was not at the committee meeting to personally defend the budget. For 2016, about BGN 2.5 million more money is planned for them – nearly BGN 34 million. It has become clear that 4% – 50 people leave the NSO per year due to acquiring the right to a pension and their places are fill with new people. However, there is also a shortage of about 10-13% in this service.
