Abortion, the Senate votes yes to the Pnrr decree, which becomes law: green light for “Pro Vita” in clinics. The fund for making hospitals safe has also been emptied

Green light for the law which gives the Regions the possibility to “also make use of the involvement of third sector subjects who have qualified experience in maternity support” within the clinics. The Senate voted to trust the Pnrr decree, within which there was also the amendment on abortion, a source of great controversy in recent days because it is a prelude to the entry of Pro Vita groups into the structures where the greatest number of certifications for abortion (over 40%).

The measure becomes law

The Senate’s green light came with 95 yes, 68 no and one abstention: in the Senate the vote of confidence also involves a vote on the entire measure, which was approved by the Chamber at first reading, and will therefore become law. The Senate’s yes precludes all agendas, therefore the agenda presented by the PD and M5s on the right to abortion will not be voted on.

“Difficult motherhood after birth”

In a few lines we go beyond a provision already indicated in 194, the law on termination of pregnancy, which talks about the possibility for consultants to make agreements with “suitable basic social formations and voluntary associations, which can also help the difficult motherhood after birth”. The article provoked indignant reactions from politicians, starting from the Pd and Cinquestelle, trade unions such as the CGIL which was in the square in front of the Senate today to protest against the measure, and also from professionals and associations.

Making hospitals safe

But other amendments on health issues were also included in the Pnrr. The regions were very angry about the emptying of the fund for the Complementary Plan intended for making hospitals safe from a fire and anti-seismic point of view. The government has said that the interventions can be financed from the fund provided for by the so-called “article 20”, which finances healthcare construction. The Regions have responded that there is not enough money in that fund.

Another amendment provides for the elimination of references to Italy’s membership of the WHO Green Pass, which would serve to address any new health emergencies. The tool would also serve the goal of assisting in the issuance of digital health certifications that can be used in all states. On the right, as we know, just evoking the Green Pass causes nervousness. For this reason, membership in a project supported by most countries in the world was cancelled.

Hiring in the healthcare system

Then there are rules for hiring in the healthcare system, which is experiencing a staffing crisis in many specialist sectors. For example, the possibility of hiring medical residents on a fixed-term contract is extended until 31 December 2026.
