Entrepreneurship can be, like salaried employment, a vector of social inclusion and economic and financial empowerment for people who are vulnerable in the labor market. Also, as part of the ambition pact for integration through economic activity (IAE) and the “1 young person, 1 solution” plan, the government is launching a call for projects “Inclusion through independent work of people in difficulty access to employment ”, to support an offer of support for the creation / takeover of a strengthened business for these groups.

The ambition pact for integration through economic activity, submitted to the President of the Republic on September 10, 2019 by the Employment Inclusion Council, identifies the deployment and supervision of self-employment as a vector relevant for the inclusion in a sustainable professional activity of the most vulnerable groups. It sets out the ambition to support and assist by 2022 the creation of 40,000 new individual businesses by people eligible for IAE criteria.
In addition, in the particular economic context generated by the consequences of the health crisis of Covid 19, the proportion of young people wishing to start a business to create their own job should increase in the coming months, including among young people with weaknesses in terms of professional integration. The “1 young person, 1 solution” plan intends to meet these needs by setting the objective of supporting 15,000 young people in setting up / taking over a business.
In this context, the State initiative aims :
respond to the consequences of the crisis, and more particularly to the foreseeable increase in the number of business start-ups by people weakened in the labor market, including young people, but with little entrepreneurial culture and networks, through support the deployment of an enhanced and high-quality support service offer;
to support support initiatives that contribute to the chances of success and the sustainability of businesses created or taken over and help to secure people’s professional careers;
to inform decisions relating to the conditions for implementing a reinforced support service offer. An evaluation will be carried out for this purpose in order to identify and promote effective practices.
The call for projects aims to select national operators, able to quickly allow a significant number of people to access the creation / takeover of a business when it comes to the relevant solution for their project. and also support the implementation of a strengthened service offering, adapted to the diversity of the needs and profiles of the people concerned.
This initiative supports the actions of the regions, which will be associated with the selection of projects and their implementation in the territories.
The ambition of the government is to support 40,000 project leaders in integration over two years, including 15,000 young people aged 18 to 30, thanks to a dedicated budget of 40 million euros. This objective is broken down as follows:
in 2021: 15,000 project leaders in integration, including 5,000 aged 18 to 30;
in 2022: 25,000 project leaders in integration, including 10,000 aged 18 to 30.
In addition, for people aged 18 to 30, support for the creation / takeover of a business can be combined with financial assistance in the form of a bonus of € 3,000. This measure aims to support young people in the implementation of their project and facilitate their access to financing through leverage in the start-up and development phase of their business. The operators in charge of paying this premium will also be selected within the framework of this call for projects. The overall budget allocated to this financial assistance amounts to 25 million euros over two years, financed by the recovery plan.
