AADE acquires a body of “Special Forces” to carry out tax and customs audits and investigations. This is a new service that will remind the SDOE of its good old days, and will be staffed by tax and customs officers who will take control of difficult cases, take part in special missions and be online with the Chamber of Commerce.
The AADE action plan for 2024 envisages carrying out more than 170,000 tax and customs audits with the threshold for collections being set at 65 billion euros and revenues of at least 2.8 billion euros from old overdue debt and 32% from new overdue debts.
In addition, after myAADEapp, myDATAapp is coming to professionals’ mobile phones for issuing invoices and waybills, while the activation of an alarm system for lost settings, the introduction of a digital customer register and waybill, the automatic completion of income and property declarations and the acceleration of returns are underway taxes with the total amount amounting to 6.58 billion euros and 95% of VAT requests being satisfied before 90 days are completed.
Plan
The operational action plan of the tax audit and tax collection mechanism based on the orders of Giorgos Pitsilis includes:
- Conducted over 170,385 tax and customs audits to combat tax evasion and smuggling as follows:
-Performance of at least 30,000 tax audits by the Tax Audit Services
-Conducted by the EYDTE at least 885 cases of investigations to combat tax evasion and VAT fraud.
-Performance of at least 42,000 partial on-site prevention checks by DOU, ELKE and YEDDE.
-Performance of at least 84,000 prosecution checks by Customs and the KOE.
-Performance of 13,500 ex-post controls by Customs and ELYT.
-Performing targeted cross-checks to identify undeclared income. - Interface of cash registers with POS
- Implementation of a digital waybill with expansion into market sectors and development of functionalities to track the movement.
- Development of a Digital Client List application for commercial sectors and an application for the digital acceptance of an invoicing act issued following an audit or decision of the TEN.
- Productive operation of the system of analysis and utilization of monitoring data of the fuel input/output system, installation of an input/output system in the Floating Supplies – Marine Fuel Transport and Tax Warehouses and Customs Storage Warehouses and development of national trackers in liquid fuels.
Taxpayer service
To serve taxpayers, the following interventions are foreseen:
- Processing of VAT refund requests within 90 days at a rate of at least 95%.
- Satisfaction of submitted telephone requests of citizens during the first contact, at a rate of at least 70%.
- Development of an application for mobile devices to access AADE services (myAADEapp) and issue invoices and shipping slips from mobile (myDATAapp).
- Control and early notification system for loss of settings and digitization of the debt certificate.
- Interoperability service to Municipalities for digital engagement and de-engagement of awareness.
- Automatic submission of a declaration and issuance of an act of administrative determination of personal income tax in the cases of non-timely submission based on the available data.
- Digitization of the process for authorizations and the tax register.
It is also planned to carry out 74,650 inspections and works to ensure the collection of the VAT and the protection of public health with 74,000 works to ensure the collection of the VAT in the alcohol and fuel sectors, at least 400 targeted inspections in places of manufacture, use and trafficking of chemical substances and products, at least 250 ship fuel inspections and at least 2,350 samplings of fuels, alcoholic beverages, chemical products and consumer goods, independently or with other Services of AADE or with other Authorities, for controls in the internal market under the responsibility of the State General Chemistry.
