Monday, December 20, 2021, the elected officials of the Tarn-Agout community of municipalities concerned by the future works of the motorway met, at the village hall of Teulat (Tarn), at the border with Haute-Garonne, the future project managers, the Atosca-NGE group.
The latter is not unknown in the Tarn, Haute-Garonne and Lauragais since it is he who has carried out, in recent years, the deviation of Puylaurens and Soual (in the Tarn), that of Verfeil (Haute-Garonne), the Castres bypass but also the widening works of the Toulouse ring road in the Rangueil sector.
Project reminder
let’s remember that the NGE group had been chosen by the government to be the manager of the A69 motorway between Castres and Toulouse during a visit by Prime Minister Jean Castex to Lagarrigue, in the Tarn, on September 25, 2021.
Small reminder of the details of this future highway of 54 km between Castres and Verfeil, which will join the A68. The A69 will have several exits: at Verfeil, Villeneuve-lès-Lavaur / Maurens-Scopont, Puylaurens, Soual est, and Saint-Palais, just before Castres.
“A time saving of 35 minutes”
According to the Dreal (Regional Directorate for the Environment, Planning and Housing) Occitanie, the project meets three major objectives:
- Open up and promote the economic development of the south of the Tarn by consolidating the Castres-Mazamet employment pool (49,000 jobs and 132,000 inhabitants) as a regional balance center within the Toulouse metropolitan area
- Meet current travel needs by allowing significant time savings over the entire journey and by offering a complementary rail service. The state document, dated July 2020, mentions “a time saving of around 35 minutes over the entire journey and by improving road safety”
- Improve security by a motorway development much safer than the current relatively accident-prone route (crossings, crossings of villages, two-way traffic, heavy vehicle traffic, etc.)
The calendar
The Prime Minister’s decision accelerated the timetable. After the various presentations of the project to elected officials of the municipalities concerned (in Castres, Verfeil and therefore Teulat, recently), here are the different stages to come:
- January February 2022 : plot investigation which will lead to expropriations, and submission of the environmental authorization file
- First semester 2022 : entry into force of the concession contract
- Wed-2022: Archaeological excavations
- September October 2022 : continuation of technical studies and instructions for authorization procedures
- January 2023 : authorization order
- Beginning of 2023-end of 2025: highway works
- Second semester 2025 : entry into service of the A69. An “ambitious” date according to the terms of the DREAL
And the price?
As for the price, the price indicated during the public inquiry commission was 7.50 euros one way in 2017. Which had highlighted that, “for a large majority of people, the announced amount of 15 euros round trip, for users in light vehicles completing the entire route, is considered too excessive”. However, Atosca-NGE evokes “a tariff within the limit of that indicated in the DUP”. “I asked them the question and they were very vague. They only told me that they will be close to the price of that announced during the public inquiry », Confirms to Toulouse news Sabine Mousson, mayor of Teulat (Tarn), who met the NGE dealer.
The share of public funding will decline
The dealership also indicated that a “Very attractive subscription policy (30 to 70% reduction) for regular local trips favoring home-work and business trips ”will be implemented. As regards the share of financing from the State and local authorities (in equal parts), called the “balancing subsidy”, it has so far amounted to 220 million euros. The document speaks of a “reduced balancing subsidy”. But without further details, there too …
60 ha of agricultural land will be preserved
Other evolution since the report of the 2017 public inquiry commission,: NGE announces an “adjusted route, to consume as little agricultural land as possible: less than 300 ha against 360 ha estimated in preliminary studies”. “Except that during the meeting with elected officials, Atosca did not give details of the 60 ha that will be preserved. Moreover, I am scandalized that on the eve of the effective concession of the motorway, they cannot answer the main part of our questions, ”concludes the Tarn city councilor.
