“It will be the parents and guardians, not the Government, nor the College of Teachers, who will have to freely make the decision to send their children to schools,” said the President Sebastián Piñera this February 23, after meeting with the Education Advisory Council, one week before the start of the school year.

“Our Government has launched a plan to start the school year that begins on March 1 and that will be voluntary, gradual, flexible and safe,” said the president.

After noting this, the President proceeded to detail each of these points.

In the first place, the process will be voluntary, because it will not be anyone other than parents and guardians who will freely decide when to send their children to schools and colleges.

In addition, the process should be staggered. This means that on March 1 the 3.5 million students will not attend their classes in person. “It will be developed gradually and in stages according to the circumstances of each school community and family, until it reaches all children and young people in Chile,” he explained.

Adjusted hours, deferred recesses and alternate days are some of the measures that different private establishments in Santiago will apply to reduce infections.


Third, the return to school should be flexible, “it is not a straitjacket,” he said. The process will be adapted to the specific realities of each school, college or commune and will combine face-to-face education – in its various modalities and possibilities – with remote education.

Finally, this return must be safe, and schools and colleges must strictly and fully comply with the health security protocols established by the Ministry of Health.

Another announcement that stood out among those delivered by the president was that a process of citizen participation will be carried out at the community level, “with tables for participation, dialogue and collaboration like the ones we have had today at the national level, we will also have them at all levels , including the levels of each of the communes, “he said.

“There are no groups here between those who want to go back to face-to-face classes and those who don’t. We have made it clear that all of us who have sat at the table today want to return to face-to-face classes because we know that face-to-face classes are irreplaceable. Along these lines, the Ministry proposed a series of 11 health guidelines that educational establishments must follow to organize their school days:

  1. Implement delayed entry and exit times for students.
  2. Implement deferred recess times by cycles or levels.
  3. Organize the use of bathrooms, defining a maximum capacity that ensures physical distance of at least one meter.
  4. Organize open or closed rooms and common spaces, in order to ensure social distancing of at least one meter between people.
  5. Avoid the concentration of more than 50 people in an open or closed space.
  6. Visibly mark the distance of at least one meter in waiting places.
  7. Inform the community about the protocols established for the operation of the educational center.
  8. Avoid face-to-face meetings of parents and guardians.
  9. Recommend to the guardians to control the temperature of the schoolchildren daily before leaving the home.
  10. Physical education classes should be held in ventilated places, preferably outdoors, maintaining physical distance between students.
  11. If a case of covid-19 is confirmed at school, depending on the number of cases, or if it is a student or teacher, the procedure to follow has differences. According to the protocols, the infected student must remain in isolation until a doctor indicates that he can resume his school activities. Course classes are suspended for 14 days and all people who are part of the course must remain in quarantine for the same period of time.

One thing is clear: the start of classes will be in March. In any case, the Ministry has indicated that it will be up to each attorney to decide whether or not to send their children to face-to-face classes.
