The act will regulate the rules and procedure for selling certain solid fuels to households, including the rules for granting and paying compensation to entrepreneurs who trade in these fuels. Fuel coal, brykiet and pellet it is to be sold by distributors and sellers at government-proposed prices.

Art. 1 sec. 2 of the Act specifies that the regulations are to be applied to:
- hard coal,
- briquettes or pellets containing at least 85% hard coal,
- extracted, produced in the Republic of Poland or imported to it in the period from April 16, 2022 to December 31, 2022, sold to households from the effective date of the Act.
