A government backed by four parties represented in parliament with five deputy prime ministers is proposing the “Continue Change” mandate. The request is that the personnel form the “Team of Bulgaria” due to the preliminary requirement that the ministers and their deputies have an impeccable reputation and proven competence in the field to be managed.

Today, the candidate for prime minister, nominated by the first political force, Kiril Petkov, officially presented the candidates for ministers. A surprise on the list is the Minister of Culture – the actor Atanas Atanasov, who became famous for restoring the community center in the village of his grandparents years ago and has been organizing a festival on its stage ever since. The current caretaker Deputy Prime Minister and Minister of the Interior, Boyko Rashkov, who until yesterday said he had not received an invitation, retains his ministerial post.

The final structure of the draft cabinet shows that the prime minister and deputy prime ministers of “We continue the change” gain control over state structures from other departments. Petkov takes personal control of the Forestry Agency and the Food Agency, and Vassilev takes over EU funding for agriculture. Bulgarian Posts, GRAO and the Registry Agency are going to the Deputy Prime Minister for Effective Management Kalina Konstantinova. The military holding Terem was removed from the portfolio of BSP leader Cornelia Ninova as Deputy Prime Minister and Minister of Economy, but the obligation remains to close the State Oil Company, which never implemented the idea of ​​Borissov’s cabinet to build a chain of state gas stations.

All ministerial nominations will be discussed with the legal representatives of the mandate holder, with political responsibility for their appointment borne by the Coalition Partner who nominated them. The deputy ministers will be appointed by the prime minister on the proposal of the line minister. This is written in the coalition agreement of “We continue the change”, BSP, “There is such a people” and “Democratic Bulgaria” with the condition that these checks will be done until changes in legislation are adopted.

The leaders of the four parties, which intend to rule in a coalition for the next four years, signed the document yesterday.

The precondition of “We continue the change” to the participants in the executive branch is zero tolerance for corruption and expert potential, impeccable reputation and proven competence in the field in which they are nominated. The line ministers will have the right to determine the composition of their political cabinets, but the other coalition partners will be able to nominate one adviser who meets the same conditions. .

The four parties have agreed that the appointments of the regional governors and deputy regional governors will take place in the proportion in which they are represented in the National Assembly.

Candidates for agencies and boards will be checked by the National Revenue Agency and the State Agency for National Security

Candidates to head state and executive agencies, commissions, to participate in boards of state enterprises and other institutions of executive power will be appointed after consultation with the Prime Minister and after inspection by the National Revenue Agency and the State National Security Agency.

The document states that the coalition partners agree that the number of members of the management and control bodies in public enterprises will be reduced to the legal minimum as far as possible.

The personnel policy in the independent regulatory bodies, as well as the bodies, which are partially or completely elected by the National Assembly, will also be uniform, the text reads.
