NICOLET. Despite the inflationary context experienced by Quebec municipalities, the City of Nicolet has managed to limit the increase in the tax bill to 2%, in 2024, for the residential and commercial sectors. The basic general property tax has been set at $0.85 per $100 of assessment while the processing of waste and recyclable materials will increase by $25 per residential unit compared to 2023.
In order to help citizens who have had a slightly more difficult year due to inflation (mortgage, groceries, etc.), the members of the Municipal Council have decided to offer an interest and penalty holiday on unpaid taxes for a period of four months, from December 2023 to April 2024.
“This decision will have a mitigating effect on the finances of Nicolétains during this economic and social period,” underlined Mayor Geneviève Dubois as part of the submission of the 2024 municipal budget, Monday evening.
Budget 2024: what’s new
This budget totals a sum of $19,140,100. It incorporates several new features, such as the creation of an office for ecological transition and social innovation (a first for a municipality in Quebec, besides the City of Montreal); a structuring greening plan as well as an optimization plan for plant biodiversity and the canopy; the creation of a position to coordinate economic and tourism development; the development of a preparation and resilience strategy for banks susceptible to erosion; downtown work (with the proposal of a $50,000 fund to support entrepreneurs and merchants); the design of a tourism development plan and a new housing program, worth $100,000, for typical clienteles; as well as an enhanced program, the investment of which will reach $85,000, to support events.
Three-year capital expenditure program: 2024 projects
For its part, the three-year capital expenditure program (PTI) 2024-2026 amounts to $48,088,669 (all conditional on financing of 36% of the amounts of the various projects).
Among the 2024 projects, note the preliminary studies concerning the repair, addition and redevelopment of the sports fields and buildings of the leisure park; updating water games and setting up volleyball courts (projects from the 2022 citizen participatory budget); plans and specifications for the renovation of the urbanized part of Rang des Sixante; plans and specifications for a new drinking water tank; in-depth studies concerning the underground infrastructures of Mgr-Panet and HN-Biron streets; the renovation of the city center; the purchase of furniture for the three new parks Mariette-F-Martel, Précieux-Sang and Claire-Saint-Pierre; plans and specifications for pickleball courts; and the recovery of the foundation of the Maison et atelier Rodolphe-Duguay.
Debt service
Note that the debt service of the City of Nicolet now stands at $1,943,500, or 8% of the total budget. The capital repayment will be $1,409,500 in 2024, down $137,300 compared to 2023.
