Art 64 Standard health requirements for the year 2021

For the year 2021 the level of financing of the national health needs standard to which the State competes is equal to 121,370.1 million euros with an increase of approximately 1 billion.

Art 65 Medical gross annual amounts increase of 27%

Starting from January 1, 2021, the gross annual amounts, inclusive of the thirteenth monthly salary provided for medical, veterinary and health managers with exclusive employment relationship determined by the National Collective Labor Agreement of the Health Area 2016-2018 stipulated on 19 December 2019, they increased by 27%.

Art 66 Nursing allowance

For the purpose of recognizing and enhancing the skills and specific activities carried out, nurses employed by companies and bodies of the National Health Service, as part of the national collective bargaining for the three-year period 2019-2021 relating to the health sector, an indemnity of € 335 million is defined, within the limits of the total annual gross administration amount of € 335 million. nursing specificity to be recognized to the aforementioned personnel with effect from 1 January 2021 as part of the basic pay.

The measures and discipline of the indemnity referred to in paragraph 1 are defined in the national collective bargaining.

ART. 69 Extension of provisions on the employment of health personnel in the National Health Service

In order to guarantee the provision of health care services due to the extraordinary and urgent needs deriving from the spread of COVID-19, the bodies of the National Health Service, having verified the impossibility of using staff already in service as well as making use of suitable in current competition rankings, the measures envisaged by Cura Italia are extended to 31 December 2021, that is the recruitment of personnel of the health professions and socio-health operators, as well as of medical specialists, enrolled in the last and penultimate year of the course of specialization schools, through the assignment of self-employment assignments, including coordinated and continuous collaboration, lasting no more than six months, and graduates in medicine and surgery, qualified to exercise the medical profession and registered with professional associations.

It is also envisaged that doctors and veterinarians regularly enrolled starting from the third year of the specialist training course can be hired with a fixed-term employment contract with part-time hours due to training needs. they are usefully placed in the ranking of insolvency procedures for access to the management of the health role. Finally, the assignment of self-employment tasks, including coordinated and continuous collaboration, with a duration not exceeding six months, and in any case within the term of the state of emergency, is envisaged to medical, veterinary and health managers as well as to personnel in the health role. of the health sector, retired, even if not registered in the competent professional register as a result of retirement, as well as social and health workers retired.

The provisions provide for the possibility for companies and bodies of the National Health Service, having verified the impossibility of using staff already in service, as well as to use the suitable ones placed in the competition rankings in force, to confer individual fixed-term assignments, subject to public notice. , to the personnel of the health professions and to the socio-health operators, extending this possibility also to the specialist doctors regularly enrolled in the last and penultimate year of the specialization school course for a duration of six months.

Art 74 Financing of the Italian Red Cross
They come financial responsibilities also transferred to the Ministry of Healthor, by transferring the related resources from the health fund (in which they are now included) to a specific fund established at the Ministry of Health and, for the same reasons relating to the merit competence, reserves the competence relating to the Ministry of Health and Defense to the definition of the contents and the signing of annual agreements with the Italian Red Cross Association.

Pending the definition of the administrative procedures required for the disbursement of the CRI loan, the Ministry of Health will be able to disburse cash advances to all the entities concerned in order to guarantee proper cash management and due timeliness of debt payments. Finally, the definitive accounting arrangement of the portion of the loan due pursuant to the legislation in force to public administrations other than NHS entities that have acquired Cri personnel is envisaged.

Article 75 Personal relocation of the Italian Red Cross
The bodies and companies of the National Health Service will be required to hire with mobility procedures, even in supernumerary positions and upon exhaustion, with corresponding transfer of financial resources, the staff hired with an open-ended employment relationship by the Entity instrumental to the Cross Italian red, limited to units that have served as a rescue driver and senior rescue driver in activities agreed with the aforementioned bodies and companies of the National Health Service for a period of not less than five years and for which judicial measures have taken place, adopted in the course of judgments initiated before the entry into force of this law, which ordered him to be hired for an indefinite period.
