For about a year, Bern and Brussels have been exploring whether there is scope for new negotiations on the old institutional issues. It is about procedures for adopting the law, monitoring and dispute resolution in those areas where Switzerland participates in the internal market. The two sides are finalizing a joint statement that would mark the conclusion of the exploratory talks. The diplomats have partially converged, but contentious issues remain.
