A competition has been settled for preliminary designs of the so-called small houses without a permit, i.e. with an area of up to 70 square meters, the Ministry of Development and Technology reported. It was added that the authors were invited to negotiate in the single-source procurement for the execution of construction projects.
As indicated by the Ministry of Development and Technology, the jury selected 38 works on Tuesday. “Their authors were invited to negotiate a single-source procurement for the execution of construction projects on the basis of which it will be possible to build one’s own houses” – it was written in the release.
House without a permit – projects have been selected
Added that developed projects will be available for free download online in the second quarter of 2022 and use in the construction of houses up to 70 sq m, which – as provided for in the amendment to the Construction Law and the Act on spatial planning and development – can be built without a building permit.
It was reminded that the purpose of the competition, organized by the Main Office of Construction Supervision on the order of the Ministry of Development and Technology, was to select conceptual designs with high architectural and functional, ecological, economical and aesthetic values.
A small house without a permit
The act, which entered into force on January 3 this year, allows private investors to build houses intended for their own housing needs without obtaining a building permit, appointing a construction manager and keeping a construction log. Only a construction application is required for implementation.
The building without a permit is to be free-standing and not more than two-story. In addition, it can even be over 100 sq m on up to two floors. usable area, and the so-called the area of influence must be entirely on the plot or plots on which they are designed.

The regulations also simplified the procedure for notifying the construction of houses up to 70 sq m. They consist in the exclusion of the possibility of the architectural and construction administration body from submitting an objection to such construction. This – as we read in the information from the Ministry of Agriculture and Rural Development – means that the investment may be started after such notification has been delivered to the architectural and construction administration authority.
The investor will be required to submit a declaration that: the planned construction is carried out in order to meet its own housing needs; assumes responsibility for managing construction in the event of failure to appoint a site manager; the documentation attached to the application is complete.
Building a house will require notifying construction supervision authorities about the intended date of commencement of construction works. This is to guarantee investment security.
In the absence of a local spatial development plan, a decision on development conditions for houses up to 70 sq m. will be issued within 21 days.
