Upgrading the sewer system in Fahrweid will be slightly more expensive for Geroldswil and much more expensive for Weiningen. Both community gatherings may have no choice but to swallow this toad.

But first things first: On September 24, 2017, Weiningen approved 4.42 million francs and Geroldswil 2.08 million francs to upgrade the sewer system in Fahrweid. With an additional 4.7 million francs from the intercity institution Limeco, the initial cost of the project was 11.2 million francs. The sewer work should be done using the microtunneling method – ie pipe jacking without a trench, which means that not every street needs to be torn up.

But it soon became clear that the project would be much more expensive than originally planned due to “misjudgments and gaps in the construction process”. As a result, at the beginning of 2019, a necessary additional loan of 6.2 million francs was approved by the regulatory authorities in the form of a linked issue. Because at the time the resolution was adopted, “there was no more room to move”.

The new total costs of 17.4 million francs were divided as follows: Geroldswil 3.4 million francs, Weiningen 8.3 million francs and Limeco 5.7 million francs.

Finally 1.6 million francs more expensive

As the account now shows, not only was the first loan set too low, but the additional loan was also insufficient. Instead of 17.4 million francs, the construction project cost almost 19 million francs, which is equivalent to more than almost 1.6 million francs (not adjusted for the development of inflation according to the construction price index).

And now things get really interesting. The city of Weiningen has to bear these additional costs with almost 1.4 million. The reason for the “very uneven allocation” of the additional costs at the expense of the city of Weiningen is due to the allocation of costs, writes the city council of Weiningen in the enlightening report. “Furthermore, the allocation of the cost of the various types of work to those involved was not yet clear at the time the additional credit was processed and was therefore based on assumptions,” he continues. All costs were then accurately and clearly allocated during implementation according to the agreed cost division.

For Weiningen, the final bill is as follows: The original 8.3 million francs corresponds to approximately 8.6 million francs adjusted according to the construction index. With a construction bill of just over 9.6 million francs, this leads to an overrun of just over a million francs (plus 12.2 percent). After all, the explanatory report says: “The assembly notes that both the original construction loan and the additional loan do not burden the tax budget with that the entire investment is financed through tax revenue. “

PPK: “Leave an old taste”

What does the Audit Commission (RPK) say about this less than liking accounts? “The huge costs of micro-tunneling have caused the costs of this massive project to spiral out of control. ” The inconsistent allocation, which from the RPK’s point of view did not arise as a result of the distribution key, but instead “arising” as a result of the costs actually allocated, harms access to the town of Weiningen twice. “As a result, Weiningen has to bear most of the additional costs for a long time and this leaves a bad taste in a joint project. ” Nevertheless the RPK recommends to approve the current loan statement “despite reservations”.

The rise in Geroldswil is very small

At the same time, overconfidence in Geroldswil is almost negligible. The total loan of 3.4 million francs is offset by a settlement of 3.7 million francs – an increase of just over 300,000 francs. If you adjust the original loan of 3.4 million francs to the inflation according to the construction price index, this results in a loan of 3.55 million francs, which is why the bottom line is that the t -a sum of just over 150,000 francs. . Both the local council and the RPK are proposing to approve a credit card bill.
