A second amendment to the Strategic Plan is being prepared to make it easier for farmers and administration – 2024-08-15 16:36:41

The Ministry of Agriculture and Food is preparing second amendment on The strategic plan for the development of agriculture and rural areas for the period 2023-2027 in dialogue with the branch organizations. This was announced by the Deputy Minister of Agriculture and Food Dr Lozana Vasileva at a meeting with the sector today at the Ministry of Health. She reported that a number of proposals had been received from the agricultural organizations and all of them had been considered.

“Dialogue with all interested parties is extremely important, and before communication with the European Commission, we want to hear your proposals in order to arrive together at the most correct decisions on how to amend the Strategic Plan,” said Deputy Minister Vasileva.

Experts from the Ministry presented to the industry amendments concerning eco-schemes, organic crop production, humane treatment of animals, etc. in order to ease the conditions for implementation by the applicants.

During the meeting, the branch organizations presented opinions on the amendment of some interventions in the Strategic Plan. The participants in the discussion discussed the proposal to combine three eco-schemes into one – for reduced use of pesticides, for preservation and restoration of soil potential and for diversification of cultivated crops, made by the National Association of Grain Producers. On the part of the branch organizations, opinions “for” and “against” the transformation were presented.

From the Livestock sector, proposals were made for changes in the support of indigenous breeds, for recalculating the ratio for the density of grazing animals, for reducing the administrative burden, for combining the bio-livestock and humane eco-schemes.

“All the proposals made are to be considered, and we will go in the direction of simplifying and easing the administrative burden, in order to act in rhythm when starting receptions and payments, and to achieve the best possible effect for the sector,” Deputy Minister Vassilev said in conclusion .

The Deputy Executive Director of the State Fund “Agriculture” Petya Slavcheva commented that all the changes require a new registration of the algorithm for application, checks and control, and payment and appeals to ease the processes.

Deputy Minister Vasileva presented the schedule in which it is necessary to prepare the amendments to the Strategic Plan, hold a Monitoring Committee in September and send a proposal for amendment to the European Commission.
