In order to accommodate Ukrainian nationals in the best possible conditions, the State has set up the temporary protection system. An exceptional mechanism provided for by article 5 of the European directive of July 20, 2001, it aims to offer all refugees immediate international protection to which rights are associated. In this case, a single reception center for temporary protection will be launched this Monday, March 28 in Villeurbanne. It will allow eligible displaced Ukrainians to have the opportunity to stay in France, to have accommodation, to look for work via Pôle Emploi, to access social benefits or medical care. The prefecture indicates that to date, 400 temporary protection residence permits have been issued by the Rhône prefecture.
