These are the two points on which the legislative reform proposal put forward by the International Criminal Chambers is based, which provides for the use of tablets with internet access in Italian prisons. A proposal that will be presented next Thursday to the Chamber of Deputies on the occasion of the meeting “Towards the General States of Security 2025”, in which, among others, Ettore Rosato, secretary of Copasir and representatives of the Defense and Security Government will be present. ‘Internal. «The idea is that when one crosses the threshold of prison, the prisoner is granted, like other objects of common use, a means of communication to maintain a residual connection with society, which allows him to rehabilitate and rebuild a new future”, explained the lawyer Alexandro Maria Tirelli, president of the Criminal Chambers of European and International Law.
LIMITATIONS
A means of communication with the necessary limitations: the tablets would be configured to limit access to content approved by the Department of Prison Administration, thus ensuring that prisoners do not communicate with the outside world and do not access social media or inappropriate content. Those serving their sentence will be able to consult digital texts and books, access information and journalism sites, films and educational materials, participate in online technical and professional training courses, follow language learning courses for foreign prisoners and participate in lessons distance learning, from elementary courses to middle and high schools.
EARLY FREEDOM
Not only the possibility of catching up with the times, the proposal also provides for a “form of early freedom based on educational and resocialization progress, measured through a system of study and test scores”. Prisoners will therefore be able to participate in courses such as, among others, civic education, legality, social coexistence and, by passing the final test, they will be able to accumulate points which will entitle them to a discount on their sentences. A way to encourage “personal commitment towards resocialization” and a “gradual and meritocratic” form of reintegration.
“It makes no sense to isolate the prisoner from the society to which he will have to return tomorrow: the tablet will not be used to go on TikTok but to study, for professional training, for personal growth”, concluded the lawyer Tirelli. The proposal has already raised some controversies, including those from the Autonomous Prison Police Union (Sappe). “The risk – according to the general secretary Antonio Capece – is that the prisoners could exceed the limits of control and govern criminal actions in the territory from within”.
