A bill to amend the Law on Forests, submitted by a group of MPs from the DPS – Ahmed Dogan, proposes dropping the requirement to the pickers of wild plants mushrooms and berries to pay, albeit reduced, social and health Social security.
„The proposed changes are dictated by the need to correct a clear injustice affecting nearly 30,000 registered persons..”, it is written in the reasons for the bill.
„The currently applicable texts require the provision of insurance for something that is likely to happen. Issuing a permit is not a transaction, it is not a sale of the product. This is a permit/authorization for possible probable extraction of non-timber forest products. For various reasons, these permits may not materialize. This implies a possible loss for the individuals, which will also include the paid insurances“, is recorded further.
The importers add that, in addition, insurance collection creates an additional administrative burden for state forest enterprises.
The draft law proposes dropping points in para. 7 of Art. 120 of the Law on Forests, which concern the payment of insurance. In connection with this, relevant corrections are also proposed in the Health Insurance Act, as well as in the Social Insurance Code.
