They are all convinced of this despite their possible differences. The Haut Limousin intercommunal hospital is a strong factor of attractiveness for the north of Haute-Vienne: to keep the population in the area ?; to promote the installation of families because, whatever the age, access to care and quality support are a priority ?; and maintain jobs, HIHL being the largest employer in the sector.
After a round table on July 12 with common proposals, this Monday was therefore held a second meeting during which progress was announced.
Compared to July, there are only around fifty vacant beds in nursing homes: 20 residents have been “won”.
Agreement in principle had been obtained for the establishment of temporary emergency accommodation. Arnaud David, the director of the hospital, submitted the files. The decision should be made at the end of October, but the regional health agency (ARS) has already given a very favorable opinion and a place will be created.
Annoyed exchanges
Stéphane Veyriras, departmental advisor and user representative, confronted this unique opening with the desire to “keep our beds, to fill the north of Haute-Vienne”, denouncing the operating system of the HIHL which is no longer working, and concluding: “It’s a great tool. Let’s do our utmost to promote it and work together ”. Words which annoyed Claude Peyronnet quite a bit: “We have 60 beds to fill. It is not worth dreaming and the 15 that were closed were closed with the consent of the Department. So what do we do?? We do nothing?? “
This exchange highlighted a transversal problem: recruitment. How to bring in doctors, nurses ?? How do you get them to stay? However, this questioning goes beyond the bosom of the hospital, around fifty positions being unfilled in the industrial sector in Bellac.
The medical service was also the subject of discussions: union representatives pointed out the closure of 11 beds (from 47 to 36) planned by the CPOM, suggesting that they be dedicated to palliative care.
A working group was set up to create a service for aging disabled people (PHV) in conjunction with the John Bost foundation, the Maison des Cinq… Presumably, this solution does not seem to be considered in the Departmental autonomy plan reworked in the first half of 2022, but the PHV could become residents of the nursing home and if they benefit from a residual autonomy, they could have time of presence at John-Bost for stimulating activities.
Good news
In about a year, it should be possible to see a doctor during the day thanks to an unscheduled medical reception from the CPTS or within the framework of the public health center in Bellac and in its branches in the municipalities where there is no of practitioners installed ?! Everything had to be decided by the end of 2021.
In addition, the ARS said it was in favor of installing a scanner at the HIHL. Arnaud David has already requested funding for the construction of the building. This project is all the more coherent as it should irrigate the entire north of Haute-Vienne.
The HIHL will respond to the call for projects for a strengthened SSIAD (on the wage bill), with funding which should occur before the end of this year.
In collaboration with the CHU, a pulmonology consultation will soon open.
Finally, three proposals were made: create a convalescence center in Magnac-Laval ?; position HIHL as a pilot in terms of inclusive housing for the elderly, and be more efficient when returning home after hospitalization.
