All drivers of scooters and other electric micromobility devices are proposed to be obliged to wear helmets. In cases where such a device is rented, the lessor of the electric micromobility device should provide the helmet.
Seimas members Andrius Vyšniauskas and Julius Sabatauskas registered the amendments to the Law on Safe Traffic for Cars on Roads.
“Cases from other countries, such as Australia or Israel, show that it is technically possible to add a helmet to a scooter when renting it, and it doesn’t cost much. Therefore, we propose to return to this regulation and discussion. We have to finally understand that the safety of road users is the highest priority,” Seimas member A. Vyšniauskas comments on the proposal.
As another author of the project, Social Democrat Julius Sabatauskas, a member of the Seimas, notes, multiple injuries dominate traffic accidents involving electric scooters.
“A significant part of them are head injuries. Such injuries not only pose the greatest danger to life, but are also long and difficult to treat, and their consequences are often felt throughout life. This is very expensive for both the victim and the state. Therefore, mandatory helmets for all drivers of electric scooters would really be a very significant step in increasing the safety of drivers of these vehicles”, says J. Sabatauskas.
ELTA reminds that currently the Law on Safe Traffic on Roads stipulates that drivers of electric micromobility vehicles under the age of 18 must wear and fasten a bicycle, skateboard or motorcyclist helmet when driving on the road.
Drivers of electric micromobility vehicles over 18 years of age must wear and fasten a bicycle, skateboarder or motorcyclist helmet when driving on the roadway. However, for such drivers on the road, the law provides only a recommendation to wear and fasten the helmet of a cyclist, skateboarder or motorcyclist.
