A meeting is underway between the Minister of Agriculture and the Minister of Finance on two hot topics – 2024-08-15 09:10:35


Ordinance H-5 on fiscal control and Ukrainian aid engage the attention of the two acting ministers

In the forenoon of August 15, the Minister of Finance Lyudmila Petkova and the Minister of Agriculture Georgi Takhov have met to discuss two topics that are of great concern to farmers. We remind you that the two were invited and accepted to continue their work as ministers in the cabinet of Gorica Grancharova-Kozhareva.

The first topic is the dissatisfaction with Ordinance H-5 of the Ministry of Finance for the control of goods with a high fiscal risk. Since the beginning of this year, producers of a large part of fruits and vegetables, as well as cuts of meat, the transport of milk, vegetable and animal fats (see the list of monitored agricultural products below) are controlled under this regulation.

On the last day of August, vine growers and wine producers protested against Ordinance H-5. After them, other organizations also resisted the control of the NRA. For her part, Minister Lyudmila Petkova defended the regulation and thus changes did not follow.

Obviously, however, Minister Takhov, who as a former senior employee of the National Revenue Agency is aware of the administrative traps and tongs of the tax administration, this time has decided to personally support the dissatisfaction of the farmers who are already burdened with bureaucracy. Let’s see if the conversation loosens the noose around the farmers.

The second topic is the Ukrainian aid, the tax audits of grain producers who, in order to receive the same aid last year, declared losses on over 3,000 decares of land. The budget for Ukrainian aid is also subject to discussion. Last week, Minister Petkova said that after the inspections at the grain producers are finished, it will be seen what the necessary amount is to transfer the second tranche of this state aid. The national finance chief said it is possible for the MoF to find funds without having to update the state budget.

Hopefully after the meeting The Ministry of Health will officially announce the result of it.

On the side of vegetable products, the transport of potatoes, tomatoes, onions, shallots, garlic, leeks and others, carrots, turnips, salad beets, celery with large heads, radishes and other root crops will be under control; cucumbers and gherkins; legumes; asparagus, eggplant, mushrooms and truffles, peppers of the type Capsicum or Pimenta: sweet peppers; spinach, loboda, artichoke; zucchini and squash; peas, chickpeas, various types of beans, lentils; coconuts, Brazil nuts, cashews – fresh or dried, with and without shells; almonds, hazelnuts, walnuts, pistachios, macadamias, pecans; peanuts; bananas, dates, figs, pineapples, avocados, mango guavas, mangosteens, pineapples; citrus fruits – fresh or dried; grapes; apples, pears, quinces; apricots, cherries, peaches, plums, blackberries; strawberries, raspberries, blackberries, mulberries, blueberries, kiwis, persimmons; coffee 😉
