At the end of last year, the House of Representatives decided that a National Fund for Affordable Owner-occupied Homes should be set up. An amount of 40 million euros has been reserved for this. This money should be used to help starters on the housing market who want to buy a house, but who cannot borrow enough to do so.

Assumptions

In his letter, De Jonge mentions a number of starting points for the elaboration of the subsidy plan. For example, the subsidy will be intended for starters with a household income of one and a half to a maximum of twice the average. That amounts to 60,000 to 80,000 euros. He also wants to set the maximum price of a subsidized house at 355,000 euros.

The minister wants a thorough investigation into whether a contribution from the government is really necessary. In doing so, he wants to prevent the subsidy scheme from having a price-increasing effect, so that it does not benefit starters on balance. He also wants to prevent buyers from getting into trouble if they have to sell their house in economically less prosperous times.

For the summer

De Jonge promises the House of Representatives that it will be clear before the summer holidays what the subsidy scheme will look like. He assumes that in addition to the national government, municipalities and developers will also contribute to making the plans possible.

On Thursday, the House of Representatives will debate the housing tasking and the owner-occupied sector.
