On August 1, the Riga Kurzeme District of the State Police received a submission that a 1992 BMW 316 car had been stolen from the courtyard of the building in Lemešu Street, Riga, between July 31 and August 1. Law enforcement officers immediately launched an investigation and announced the search for vehicles, the State Police informs.
The next day, on August 2, in Riga, in the roundabout of Buļļu Street, a man with a search car suffered a traffic accident. Fortunately, no one suffered in it. Checking the identity of the driver of the BMW 316 revealed that the man did not have the right to drive. The man’s behavior showed that he was behind the wheel under the influence of drugs or other intoxicants. To determine this, an expert examination was appointed.
The driver of the crashed vehicle admitted that he had stolen the car. The man got into the stranger’s car through the luggage compartment and started the engine, thus bypassing the ignition mechanism. At the time of the accident, a passenger was next to him in the car, who is currently recognized as a suspect in the criminal proceedings. The passenger’s connection with the crime will be clarified during the investigation.
Valat police informs that criminal proceedings have now been initiated under Section 175, Paragraph three of the Criminal Law – for theft of a vehicle. For such crimes, the law provides for imprisonment for up to five years or temporary imprisonment, or forced labor, or a fine with or without confiscation of property.
On the other hand, if the results of the examination show that the man was under the influence of drugs or other substances, the initiated criminal proceedings will also be qualified according to Section 262, Paragraph one of the Criminal Law – for driving, if there is no driving license under the influence of other intoxicating substances. A security measure suitable for a car thief is detention.
