An anonymous letter alleging excessive travel by former police commissioner Anil Kumar Dip in the company of ACP Raj Boodhoo, in-charge of the Traffic Branch, has been circulating on police WhatsApp groups for two days. According to this letter, the trips made together since 2022 are particularly numerous: 80 days for three trips in 2022, 81 days for six trips in 2023 and 31 days for three trips in 2024.
This letter, which is currently making the rounds, alleges that ACP Boodhoo was, on several occasions, escorted by the airport police, as well as by the airport’s Central Crime Investigation Department during his non-public travel. officials from several countries. He would have been escorted in this way on a dozen occasions and the letter alleges that this was done to avoid customs controls by the Mauritius Revenue Authority.
According to this crow, a discreet investigation was carried out by the management of the Mauritius Police Force, which revealed that ACP Boodhoo traveled 18 times between 2022 and 2024 with former police commissioner Anil Kumar Dip. On one of these occasions, he was even accompanied by Mr. Dip’s son and for the same destination, although their return dates were different.
Of the 13 trips made by ACP Boodhoo and ex-Commissioner Dip, none of these trips were mentioned in the Police Routine Orders. The plane tickets were purchased by ACP Boodhoo himself. According to this investigation, it appears that ACP Boodhoo almost never submitted leave requests for these overseas trips and his leave does not appear in his personal file. In addition, the procedures for requesting leave were not followed. It is specified in the letter that a police officer can benefit from a vacation leave, twice a year, and at intervals of six months while ACP Boodhoo accumulated 81 days of leave in one year, some of which were taken without authorization, after deducting the 11 days of personal leave to which he is annually entitled .
Following the recommendations of the former CP, ACP Boodhoo benefited from three promotions between 2022 and August 2024. It went from Deputy assistant superintendant to assistant superintendent of police, from superintendent of police to assistant superintendent of police. Further, the letter highlights that ACP Boodhoo is the treasurer of the Police Welfare Association, an organization, which manages a fund of several billion rupees. He is the one who makes the payments to the police.
The letter also alleges that he is a member of a well-known stable, owner of several horses, and works in partnership with Jean-Michel Lee Shim. Reports also suggest he owns property in Dubai, although this still requires verification.
After this discreet investigation, the authorities are of the opinion that ACP Boodhoo, as a civil servant, has benefited from numerous advantages and privileges since 2022 thanks to favors which he continued to enjoy for reasons unknown to the CP until the recent departure of Anil Kumar Dip.
