“My story as a single mother starts when I left a man lying on the bed. I loaded things up, took a small child and went to live in a rental home. I really wanted my child to be short of anything, so I found an extra activity, an extra opportunity to add income to my salary, and that’s where my friendship with SODRA begins.
I have never asked for support from myself or my child in my life because I think it is possible to make money. Even during the divorce, I agreed to minimal alimony, which, by the way, I don’t get either. Now I don’t understand who Lithuania need educated and non-educated people? To whom? ”She asked.
According to the single mother, in June AS SOON AS she was surprised to receive a letter stating that she was in debt for PSD and VSD.
“The amount is not funny – even 600 Eur. For me, this is big money, because my income is less than 1000 Eur per month during both jobs. Of course, I asked SODRA to break it down. However, I did not even realize that such taxes exist in Lithuania, because PSD and VSD deduct from my salary, which I receive in a government institution, so it turns out that these taxes are paid for me by the employer and I have to pay myself. But which of the following? What are the benefits? Me and the state? ”The woman resented.

She also pointed out that in January, her minor could not return to school due to quarantine, so she had to sit at home for a whole month because the nannies could not hire her.
“Of course, SODRA calculated that it would pay me 300 Eur. Funny money that is not paid out exactly on the last “closing” day. They arrived only in mid-February. Well, but important paid off. I called SODRA, their statement was that I no longer belong, although the income from individual activities was not added to the calculation of the amount paid.
He said the difference will be covered in May next year when I declare my income again. And if I hadn’t worked for a government agency, what would I count on then? What should a child buy food from? I immediately received a letter in May calling for a down payment.
When asked to break it down, I paid a portion. But again miracles are happening in our Lithuania. Since I work for a government agency, a quarter of the year came in June and there were no funds transferred to salaries at the government agency. Of course, I was late with the payment to SODRA. She writes me letters again. So, after receiving the salary, I pay SODRA twice for two contributions again, ”said the single mother.
“Now I live like a nightmare”
According to her, I had to go on vacation in September to prepare the child for studies and it again went through the wallet painfully.
“You probably know how much it costs to prepare a minor for school, a mandatory uniform alone costs 100 Eur, and where else are sports clothes, autumn shoes and everyday clothes. In September, I spent about 400 Eur with the exercises and all the clothes, I forgot to mention that two teeth “accidentally” broke, which cost another 60 Eur to treat.
I now live like a nightmare to which my state has brought me. So, September “makes me happy”. I got sick this time …. again incapacitated. Income zero, SODRA scalambia on debt. I had to make the payment on Friday, but since I didn’t have anything, I transferred it on Monday morning, because on Monday SODRA transferred me money for incapacity for work, ”she said.
In the afternoon, the woman continued, she received a letter stating that her payout contract had been terminated.
“I called SODRA asking and asking not to stop because the money has been transferred. The nice woman explained to me that she had terminated the contract because I was late with the payments. I explained that I did not refuse to pay the contributions and pay them, only a little late. So before I finished work, I really felt really bad.
I wanted to pay part of the housing taxes and is writing to me that the account balance is insufficient. The whole body was numb … I opened an account, and there was a minus four hundred euros. I open another account and you know, I started crying, because not only my last hundred euros were debited from another account, but also the money withdrawn from my child’s account and the SODRA was misappropriated. Isn’t it theft? ”A single mother could not believe the institution’s actions.
“Dear ones, explain, and to what is my child’s expense? With not a penny of cash, I could not only buy a bar for my child on the way home, but thanks to SODRA, my child was left without lunch the next day. And do you know why? Because mom took the child’s card so he wouldn’t think about buying food for lunch.
I turned to SODRA to return at least part of the child’s money. We continue to have fun, the second quarter is coming, salaries will be late again because the institution has nothing to pay for. At the moment I am really on the edge of the abyss because even working through two jobs thanks to SODRA I can’t support my child. Thank you, Lithuania! ”Said the woman sarcastically.

Explained the current procedure
Malgožata Kožic, Chief Specialist of the SODRA Communication Department, explained the procedure for PSD and SSD taxes.
“SSD and PSD contributions are paid from income. The employer’s contributions are paid by the employer for the employment income received under the employment contract. However, if a person is self-employed and receives income from it, having declared income to the STI once a year, he must pay SSD and PSD contributions from this income. Contributions are paid from the income of all personal activities – both from wages and from income from self-employment, ”she said.
He also pointed out that if a self-employed person also works under an employment contract, he does not have to pay monthly PSD contributions – they are paid by the employer, in which case the PSD contributions are paid once a year from the declared income.
“Residents can apply to Sodra with a request to defer the payment of contributions. In this case, a schedule of payment of contributions is made and the arrears are divided into installments. If a person misses the due date for payment of arrears, the decision to defer payment of arrears of contributions shall be recognized as invalid.
If a person has violated the conditions of deferral of payment of arrears, he may re-apply for deferral of debt not earlier than after one year. Debt cannot be recovered from social security benefits, compensations, child money, and so on. According to her, Sodra carries out the enforcement of overdue contributions through the Cash Restriction Information System (PLAIS) by issuing payment orders.
“According to the payment order submitted through PLAIS, the funds cannot be debited from the debtor’s account twice. During the execution of a payment order, at some point in order to ensure the availability of funds required for recovery in the accounts, PLAIS restricts the disposal of funds in all accounts held by the person, so in the described case Readers may have the impression that the funds were written off twice. Withdrawals are always made only once, and restrictions on other accounts are automatically lifted when the write-off is made. “
SADM: No changes are planned
The Ministry of Social Security and Labor (SADM) commented that the reader of the Delfi portal correctly indicated many procedures in the letter, but it is not clear from the letter how she accumulated money in the child’s account – whether she accumulated child maintenance benefits law, or transferred part of the funds from their earnings.
“In the absence of this information, the answer indicates when the incurred debt to Sodra can be deducted from the child’s account.”
According to the Ministry of Social Affairs, all self-employed persons must pay compulsory health insurance contributions, and if these contributions are not paid, Sodra is obliged by law to recover these debts.
“In cases where self-employed persons who pay social security contributions for themselves, when their total amount of indebtedness to Sodra is not less than 125 euros and not more than 1,500 euros, the payment of arrears may be deferred for up to one year.
In case of violation of the payment schedule, the decision of the Sodra administration institution to postpone the collection of debts becomes invalid and the recovery of debts is carried out by force. For a self-employed person, if his / her total amount owed to Sodra is less than 125 euros, the payment of the debt is not deferred. “

He reminded that both for persons employed in several workplaces and for employed and self-employed persons, health insurance contributions are calculated from all activities.
„1. If the child benefit (child money) had been transferred to the child’s account, these funds would not have been deducted even with the debt to Sodra if the woman had indicated to Sodra that it was child benefits paid under the Law on Child Benefits of the Republic of Lithuania.
Sodra makes recoveries through PLAIS. From this system, recovery orders are directed to all accounts held by the person.
If a person receives a child’s money in an account that cannot be debited under Article 739 of the Code of Civil Procedure (CPC), the person should apply to Sodra and indicate this. If the funds specified in Article 739 of the CCP are in the account and Sodra is informed about them, then these funds will be returned to the person.
2. If a part of the child’s mother’s earnings has been transferred to the child’s account, having a debt to Sodra and not fulfilling the obligations to pay the debts on schedule, the debt may be debited from the child’s account because it has accumulated funds from the received income. In this case, the funds deducted for the incurred debts to the person are not refunded.
3. There are currently no plans to change the law on the possibility of exempting self-employed persons from social security and health insurance contributions in cases where the latter are still employed. “
Advised on what to do in case of financial difficulties
The ministry advised that in the event of financial difficulties, it is possible to apply to the municipality of your place of residence.
„1. with a request for a one-time, targeted, periodic benefit, which is necessary in the event of a difficult financial situation in the family;
2. The following social support shall be provided to families raising school-age children:
2.1. free school meals (before school, first and second graders are given lunch at school without assessing family income);
2.2. support for the purchase of student supplies – a one-time payment of 80 Eur before the start of the new school year;
3. Compensation for housing heating, hot and drinking water costs for the poor (this support is especially relevant at the beginning of the new heating season, with rising heat prices).
It is important to recall that when determining the right to cash social assistance, a person’s (family’s) property is not valued at present. “
