The authors acknowledge that it is more difficult to protect a large number of parents in a community, but suggest individuals can protect themselves.

The declaration advises the government to adopt protective measures for vulnerable groups. This group should be the main focus and goal.
For example, nursing homes should use staff who have immunity and perform frequent PCR tests on staff and all visitors.
Another example is retirees living at home having to bring groceries and other essential necessities to their homes. If possible, they should meet family members outside rather than inside.
