The City confirmed this Monday, November 11, its intention to sell the land it owns in the west entrance sector to developer David Dubé of Construction Concrete 4 Saisons (CB4S). Already very active in Louperi, the company plans to develop a new residential and commercial complex on this land strategically located near Highway 20.
CB4S thus offers to acquire the 35,845 square meters of land which still remain property of the City, in front of the Universel hotel, and to realize the municipal vision, as revealed and accepted by the citizens during a presentation public announcement made jointly with the organization Vivre en ville in 2018.
“The City of Rivière-du-Loup was keen that this land be used to develop a mixed complex, where local businesses and housing units coexist,” rejoices the mayor, Mario Bastille. Housing needs are still enormous today, in a context of sustained economic growth, so this project comes at the right time. We are confident that the CB4S company is creating something unique with this land, a modern development that inspires pride.”
The two parties agreed on the terms of an agreement which would bring $2.68 million to the City of Rivière-du-Loup. The sale price is based on an approved evaluation, carried out by an external and independent firm, which makes it a fair and equitable agreement both for the buyer and for the Louperivoise community.
The project carried out by the company CB4S will be subject to an implementation and architectural integration plan (PIIA), which will allow the City to work hand in hand with the developer to ensure design, implementation and aesthetics. harmonious environment. Divided into several distinct phases, the construction project is expected to extend over a period of five years.
More housing, for all
Remember that the City of Rivière-du-Loup officially acquired full ownership of this parcel of land from the Ministry of Transport of Quebec (MTQ) in the fall of 2021 for the sum of $2 million, after 15 years of negotiations and the carrying out major road redevelopment works.
This acquisition allowed the City to participate in efforts to create affordable housing by donating, in 2023, a plot of 5,124 m² to the Han-Logement organization, which has since built 24 adapted apartments intended for a clientele living with a disability or an autism spectrum disorder, as well as another plot, this time of 7,642 m², to the developer C4 Immobilier for the construction of the Fraser Complex, a residential complex of 81 affordable housing units, which are currently under construction.
