“To do nothing, when we have the means, would have been dramatic. You have to invest more, where there is less, ”asserts Patrick Weiten. The president of the Department of Moselle presented on Monday, to the Press Club, a long-term recovery plan since it will be multi-year. The allocated envelope will be € 342 million over five years (2021-2025). It will be financed by debt. “It has gone from € 730 million to € 612 since my arrival. We therefore have capacities ahead of us, ”says Patrick Weiten. The objective is twofold: “To support economic activity and prepare regions for the challenges of tomorrow.” ”
On closer examination, this new plan shows much less originality than the emergency plan at € 42.8 million launched this summer. It brings together quite a few actions that have already been planned or planned for a long time, often well before the health crisis. This is particularly the case with the € 125 million of Ambition Moselle, a scheme aimed at supporting local authority projects. Or € 75 million devoted to repairing roads and structures. That is to say 200 M € which should bring happiness to the construction industry.

Five colleges renovated within five years
The reconstruction of colleges, already launched, will also experience a boost. It’s been a while that the elected official criticizes the delay in this matter. Work has started in Fontoy and ten other establishments will be considered a priority: “The objective is to deliver five within five years. The one in Saint-Avold (La Carrière) will be one of them. The others will be chosen between Behren, Stiring-Wendel, Rémilly, Moyeuvre-Grande, Cattenom, Audun-le-Tiche, Hayange and a college in Forbach and Metz.
This recovery plan will also give pride of place to attractiveness. Moselle Attractiveness, the agency responsible for developing it, spearheaded the summer emergency plan. This time, it is a question of developing the Moselle brand and all its sectors for € 21 million. This also involves a more social component of € 18 million: “We are going to invest € 6 million in the Metz departmental children’s center and open a branch in Thionville. We also want to invest for well-being in nursing homes, independent residences or inclusive housing for people with disabilities. “

Support agriculture
If a soft mobility scheme (pedestrian and cycling routes), on which the department is also very late, is announced, the budget allocated to ecological transition, € 3.7 million over five years, may seem a little light to the greenest. It will be used to fight against energy waste, to promote the micro-financing of projects for municipalities with less than 2,000 inhabitants and to help the agricultural world to switch to a more virtuous activity. This sector will also benefit from € 2 million, with targeted support for viticulture, organic farming and fish farming.
Finally, and this is undoubtedly the most innovative part of this plan, € 16.8 million will be devoted to the development of digital uses, such as telemedicine or educational uses in colleges and schools.
