By decree of North Rhine-Westphalia of 22 March, to which the court decision relates, the authorities legally ensured the spring closure of social and economic life. Specifically, the decree stated that “meeting and associating more than two persons in a public place is prohibited”. The individual Länder decide on a number of epidemic measures separately.

The verdict meets the demands of some members of the Social Democratic Party of Germany (SPD), who demanded the approval of a special “coronavirus law” for such a strong interference with fundamental rights.
